In implementing the Resolution of the 13th National Party Congress on digital transformation within Party operations, the Secretariat issued Decision No. 27-QD/TW on August 10, 2021.

This programme highlights digital transformation and reforms within Party organisations through digitalisation, as essential to modernise and make Party operations transparent.

Mr. Nguyen Duc Hoang, Chief of the Da Nang Party Committee Office, noted that despite the challenges of the COVID-19 pandemic and extended social distancing measures in 2021, the Da Nang Party Committee’s Standing Board proactively and flexibly carried out policies and resolutions in full, notably the 13th National Party Congress Resolution and the 22nd Party Congress Resolution of Da Nang.

For instance, it organised online conferences, applied information technology, and used social media platforms. Initiatives included developing Q&A and infographics about key points in the resolutions, holding an online contest to understand the Party Congress Resolution, and commemorating 25 years since Da Nang gained its status as a centrally governed city, which successfully fostered consensus among Party members, officials, and the public.

On December 23, 2020, the 22nd Party Congress Resolution of the Da Nang Party Committee was presented via an online conference across 13 locations, with nearly 2,000 delegates attending.

Following this, the municipal Party Committee’s Standing Board directed the creation and release of a Q&A document on the basic contents of the 22nd Party Congress Resolution and an action plan to implement the Resolution. These were broadly disseminated through media channels and distributed to reporters and social commentators to widen awareness among officials, Party members, and the general public.

This significant political activity aimed to create a deep understanding of the city’s development goals, perspectives, and strategies, strengthening unity and action among Party members and citizens to overcome challenges, revitalise the economy, and establish a foundation for further post-COVID-19 growth.

By using digital platforms to organise conferences, Party members have access to timely instructions and resolutions issued by the Party and municipal Party Committee, integrating them into daily life.

Online learning of resolutions helps officials and Party members quickly grasp these resolutions, shortening the implementation process and reinforcing the Party's leadership across all levels. This approach has diversified methods and means of conducting study sessions, aligning with both the Central Government’s guidelines and the practical needs of the city.

In addition, the Party Committee’s Standing Board held online conferences to delve into specific topics from the 13th National Party Congress Resolution in connection with the 22nd Congress Resolution of the Da Nang City Party Committee, involving around 4,400 delegates at 77 different locations.

The Standing Board also organised two live-streamed national conferences to study, promote, and interpret the Resolution, specifically tailored for literature and art representatives, scientists, and journalists within the city.

In today’s context, both in-person and virtual conferences are essential, especially for promptly delivering Central Government and municipal Party Committee resolutions and guidelines to the grassroots level.

Mr. Nguyen Duc Hoang, Chief of the Da Nang Party Committee Office, highlighted that as part of the digital transformation initiative in conjunction with the “Administrative Reform in Da Nang Party Organisations for 2020-2025” project, the office has advised the municipal Party Committee’s Standing Board to embrace technology in administrative processing and meetings.

Additionally, the municipal Party Committee digitises personnel files and implementing the Egov Document Management System, linking with the City People’s Council, and the Party Committee of the City People’s Committee.

Within the Da Nang Party Committee, digital transformation aligns with administrative reform initiatives, especially the “Paperless Office” model, which has delivered positive outcomes in recent years.

Moreover, they rolled out progress-tracking software to aid in monitoring and implementing resolutions, further enhancing the quality and efficiency of the Party Committee’s Standing Board leadership.

This approach has initially succeeded at the Party Committee level, improving content delivery and enhancing technology use in meetings, with a shift towards distributing electronic documents to attendees, reducing paper usage.

Observations from meetings of the Da Nang Party Committee, the Party Committee’s Standing Board, and the Party Committee’s Standing Board of the Da Nang Government Department and Agency Bloc reveal an enhanced, more professional conference format.

 

Most meeting documents, except for classified materials, are shared digitally with participants. Each delegate’s name badge displays a QR code, allowing attendees to access documents directly during the meetings.

Many delegates have found this system both efficient and convenient, as it allows them to store documents digitally and easily retrieve them for future reference.

According to Mr. Ha Duc Hoai, Deputy Secretary of the Party Committee of the Da Nang Government Department and Agency Bloc, the "Paperless Office" model follows a uniform process for handling official documents-from receipt, distribution, and processing to final issuance-on platforms like Lotus Notes 8.5 and the Egov system.

 

 

This model is aligned with the Party's secure wide-area network and the internet for managing non-classified documents within internal Party communications, including document sharing, obtaining opinions on non-confidential content, and seamless electronic correspondence on the Party's network.

Observations at grassroots Party organisations under the Party Committee of the Da Nang Government Department and Agency Bloc reveal that the implementation of the “Paperless Office” model has been systematic and has yielded positive outcomes.

Ms. Tran Thi Thu Thuy, Deputy Secretary of the Party Committee cum Deputy Editor-in-Chief of Da Nang Newspaper, noted that the Da Nang Newspaper Party Committee regularly reviews and shortens administrative procedures to streamline and improve work resolution quality. The document handling process at the unit is carried out consistently on the Egov system, ensuring a scientific approach.
 

Digital transformation in Da Nang is proceeding robustly across various sectors, including Party activities. As the government and citizens engage more in the digital environment, Party work must also embrace digital transformation to comprehensively understand citizens’ aspirations and provide leadership.

To achieve full digital transformation in Party building activities, the Standing Committee of the Da Nang Party Committee has introduced a plan to implement the Digital Party Member Handbook; as well as has established a Steering Committee and Editorial Board for the software.

A key benefit of this application is that Party members can conveniently look up, study, view, and download documents and directly listen to content on computers and smartphones.

According to Mr. Nguyen Trong Hung, Deputy Head of the Da Nang Party Committee’s Organising Board cum Deputy Editor-in-Chief of the Digital Party Member Handbook software, the Party Committee’s Organising Board initiated installation and guidance on the use of the Digital Party Member Handbook software at some affiliated Party committees in September 2024.

This pilot implementation included the Party committees of Da Nang Telecommunications, the Party Committee of the Da Nang Government Department and Agency Bloc, the Da Nang High-Tech Park and Industrial Zones, and the Hoa Vang district-based Party Committee.

Following the pilot phase, a review and assessment will be conducted to accelerate the rollout across the Party Committees citywide. From October until the end of 2024, the implementation will extend to all remaining Party organisations and cells in the city.

According to the Da Nang Party Committee’s Standing Board, the deployment of the Digital Party Member Handbook software aims to gradually digitise Party affairs, advancing the use of information technology in Party organisation and Party member activities in line with Central Committee policies and the Standing Board directives. Furthermore, this transformation seeks to innovate and improve the quality of Party organisation activities, enhancing Party members' awareness and building “Party organisations with four goods” and “Party Committees with four goods” as per Resolution No. 21-NQ/TW of the 13th Party Central Committee.

Mr. Nguyen Trong Hung added that all Party Committees must strictly follow the directives of the Da Nang Party Committee’s Standing Board, uphold a sense of responsibility, and be proactive in implementing and utilising the Digital Party Member Handbook software. The Party committees, and secretaries of Party cells should proficiently use the software in branch-level meetings and guide Party members on its use. Party members citywide should regularly use the Digital Party Member Handbook for Party work and activities.

“If we implement the Digital Party Member Handbook software effectively, we can manage many aspects comprehensively. For instance, we can know when each branch holds its meetings, how many Party members participate, and Party members can share opinions and engage directly on the software,” shared Mr. Hung.

However, according to Mr. Hung, enhancing the effectiveness of digital transformation activities requires stronger publicity efforts, effective training, and skill enhancement in basic digital skills to foster technology use among Party members, spreading this awareness to the business community and the public. In digital transformation, Party members and officials should be exemplary pioneers.
