Ways to improve PCI rankings

A meeting to analyse the results of the 2013 Provincial Competitiveness Index (PCI) ranking recently took place in Da Nang.

The Secretary of the municipal Party Committee, Mr Tran Tho, said that the city coming top in last year’s PCI ranking was good news.  However, he stressed the need for the local authorities to make more effort to make the city really deserve this highest ranking in the index.  The city leader added that the excellent result was mainly a result of the strong determination by local authorities, and their effective measures, to improve the city’s PCI rankings.  In addition, the leaders of local agencies and departments had shown a high sense of responsibility.  Many local businesses were actively involved in contributing their opinions and joined with the local authorities to help the city improvement its PCI ranking.   Meanwhile, the local mass media also highly applauded the city’s strengths as well as pointing out its shortcomings so that the local authorities could take immediate measures to remedy them.

In an effort to improve the city’s PCI rankings in the future, the local authorities were directed to identify action plans to implement the “Year for Businesses 2014” programmes.  The focus will be on improving the competitiveness of local businesses as well as appealing for more FDI for local industrial parks.  The local authorities will also do their utmost to ensure responsibility, professionalism, honesty, self-discipline and exemplarity, as well as fight against excess bureaucracy, formalism and other negative issues.  More strong measures will be taken to boost administrative reform and shorten the time for administrative procedures for both local residents and businesses.  Furthermore, local relevant agencies will work closely with each other to deal with business-related issues.  Special attention will be paid to enhancing the role of local enterprise associations and facilitating local businesses to meet with the city’s leaders every 2 weeks in order to deal with their difficulties.  The city’s government employees who are involved in handling administrative procedures will be asked to improve their attitudes and behaviour towards local businesses and residents.
