Second-hand tyres are not allowed to be imported into Viet Nam according to State regulations.  However, on 16 May 2013, the Quang Nam-based Chu Lai Float Glass Joint Stock Company (Indevco) gained government approval to import this banned item.  As a result, a pilot scheme is being implemented between 2013 and 2015, allowing a maximum of 160,000 tonnes of tyres to be imported each year.  The purpose is to help the company overcome its difficulties in finding input material sources used in the manufacture of float glass.

However, according to information released by the Da Nang Customs Department on 22 October, more than 600 containers of second-hand tyres imported by the company are awaiting collection from Da Nang Port.  Representatives from Indevco have been asked to come to the municipal Customs Department, but they have not yet turned up.

The container backlog is now taking up a large area of the port, causing environmental pollution and creating management difficulties for the local customs force.  Therefore, the city’s Customs Department has proposed that the General Department of Viet Nam Customs asks the Prime Minister to re-consider the permission given to the company for the import of second-hand tyres.
