Plan for selection and making of the booklet 100 Outstanding Enterprises of Da Nang city in 2014
OBJECTIVES AND REQUIREMENTS
- To honour the outstanding enterprises of Da Nang city, with excellent performance, positively contributing to the economic growth and social security of the city; To encourage the business community of the city to enhance capacity, production and sales efficiency, and quality of products; To promote the brands for Da Nang businesses so as to strengthenintegration, to increase competitiveness in the domestic and international markets.
Ensure accuracy, transparency and objectivity in the selection process; Advertise and promoteoutstanding enterprises of the city to investors and people of Da Nang city as well as people in the country and abroad. Enhance brand value; create linkages between businesses and community.

APPLICANTS
Applicant business must meet the following conditions:
+ Business must have office established and registered in Danang City and in operation for at least 36 consecutive months by the applying date;
+ Business can operate in any economic sectors, scales and fields (including FDI Enterprises);
+ Business and business owners have not violated the law;
+ Business must complete the financial obligations, taxes and social insurance, medical insurance, unemployment insurance in 2012, 2013, 2014;
+ Business must achieve above 50% scores for Business Performance and Financial Obligations criteria.
+ We only consider applications that conform to the regulations of the Organization Board and are submitted before deadline.
APPLYING PROCEDURES
Application is created and sent to the Organization Board, including:
1. Application form;
2. Copy of Business Registration Certificate;
3. Copies of documents proving production and sales performance; financial obligation, tax duty to the State payment and implementation of the regime for workers in 03 years (2012, 2013 and 2014);
4. Copies of documents proving rewarded activities; initiatives, application of science and technology and implementation of social responsibility of the applicant;
5. Business profile, catalogues, pictures of business or business products (2 pages);
6. Other relevant documents.
SELECTION PROCESS - SELECTION METHOD
Selection process consists of 03 basic steps: (1) Survey and select businesses; (2) Preliminary selection; (3) Final Selection (selection plan in details file attached)
1. Survey and select
Selection team will be established after conducting a survey of eligible enterprises according to the criteria set to pick 200 enterprises out of all applicants.
2. Preliminary selection
On the basis of 200 enterprises selected in the first round of survey and selection, the Selection team will evaluate businesses in 2 steps:
Step 1: Assessment of records
The Selection team evaluatesdocument records of businesses independently and objectively.
Step 2: On-site evaluation
The Selection team conducts survey, field-evaluationof businesses to determine the record information. After assessment, the assessment must be recorded on site.
Based on the assessment of documents and on-site evaluation, Selection team will decide the list of candidate businesses and submit relevant documents to the Council for final selection. The documents of the Selection team include:
+ Application documents of business;
+ Assessment result of Selection team for each business (including: unified assessment report, synthesized scoring, on-site assessment records, minutes of meetings of the Selection team);
+ Proposal of the Selection team with the attached proposed list of candidates.
3. Final selection
Final Selection Council includes representatives of the organizing and coordinating agencies, representatives of the media - newspapers and a number of relevant agencies. The Council is responsible for evaluating applications selected through preliminary selection to pick 100 most outstanding enterprises to honour.
Also, among these 100 enterprises, the Final Selection Council will select 10 outstanding enterprises to be honoured at the Honouring Ceremony.
If necessary, the Final Selection Council will assign an assessment team to evaluate and additionally assess the businesses to ensure the accuracy of results.
Final selection council will make a list and profiles of eligible businesses and submit to People’s Committee of Da Nang City for considering and honouring. The documents include:
+ Minutes of the meeting of Final Selection Council;
+ List and profile of the proposed business for honouring;
+ Other relevant documents.
Note:All results of the Selection Council are kept confidential until the time of publication.
* Based on the approved set of criteria and rating scale, the businesses will be ranked according to 05 evaluation criteria: (1) Business performance, (2) Financial obligations, (3) Employment, (4) Application of science and technology, and (5) Social responsibility. Considering the above criteria, the Council will score. The maximum total score is 1,000 points.
TIMELINE
- 10-2014: Submit to Da Nang City People’s Committee for approval of organization plan and Organization Board; Announce organization plan and Selection Council.
- 11-2014: Broadcast the activities in the mass media (Electronic Portal of Da Nang City, Da Nang Today, Da Nang Police Newspaper, DRT, VTV Danang);
- From12-2014 to10-02-2015:
+ Check the applications of businesses;
+ Organize preliminary selection.
+ Organize final selection;
- From 11-02 to 20-3-2015:
+ Edit contents, design presentation, translate (to English);
+ Print (in Da Nang);
+ Review, report and complete the procedures to propose rewarding with the City People’s Committee;
+ Prepare for Honouring Ceremony.
- 3-2015: Organize Honouring Ceremony.
BENEFITS In addition to being invited to the Honouring Ceremony held by the city People’s Committee (end of March 2015), winning businesses will be featured in the booklet “100 Outstanding Enterprises of Da Nang city in 2014”. This publication will be nicely presented, showing dynamic and professional content. The booklet is published in Vietnamese and English. This will be the official document used in the receptions of leaders of the city, and is also released widely for propagation and investment promotion of the city. |
