Enhancing efficiency of public construction investment

Between 2003 and 2017, a total of 64,938 billion VND from the Da Nang budget was poured into local basic construction projects, representing a year-on-year growth of 12%.

In 2017 alone, 5,173 billion VND worth of public investment has been disbursed, 5 times higher than in 2002.

Da Nang was recognised as a national-level first-grade city in 2003, opening up new opportunities for the city to develop it into a political-economic hub and a driving force to boost the progress of the whole central region and Central Highlands.

Over the past 15 years, top priority has given to developing urban infrastructure, education and healthcare services, thereby creating tremendous changes to the city’s urban face.

In particular, the city’s great successes have been recorded in urban embellishment work with efficiency of investment projects funded by the State budget.

The management of construction investments was in compliance with the State’s regulations, and the efficiency of the investments had increased considerably.

Over the past 15 years, many key large-sale public construction projects have been put into use. Notable amongst them are a route linking Da Nang with Hoi An, the city’s Hi-tech Park, the over 10,000m2 Da Nang Maternity and Paediatrics Hospital accommodate a total of more than 1,650 patients.

Along the Truong Sa-Vo Nguyen Giap-Hoang Sa coastal route are a large number of luxury tourism areas and holiday resorts. In 2017, these venues successfully served the APEC Economic Leaders’ Week.

As of late last year, 2,171 streets have been built cross the city with a total length of 1,260km, an increase of 1,894 in the number of projects and 793m in length against 2003.

Since 2016, many traffic infrastructure projects have been deployed across the city.

Included are the construction of a road tunnel at the western end of the Han River Bridge, the north-west traffic axis No 1 linking the Hue J-junction overpass with the Cancer Hospital, approach roads to the Nguyen Van Troi and Tran Thi Ly bridges and the riverside Tuyen Son-Tuy Loan route.

To date, more than 328 new urban and residential areas in total have been established, and over 1,600 State-owned apartments have been given to displaced families affected by the city's development projects, social policy beneficiaries, civil servants, and low-income earners.

Given the outstanding achievements mentioned above, Da Nang has been named as one of the best cities in Viet Nam in term of urban infrastructure.

In a great attempt to enhance the efficiency of public construction investment in the coming time, focus will be on carefully selecting and using resources for the deployment of investment projects in line with the socio-economic development orientations, with the priority given to key projects accelerating the city's progress in the 2016 - 2020 and 2021 – 2025 periods, plus construction works aiming at enhancing the living standards of local residents.

More funding from the city budget will be poured in such important aspects as IT, hi-tech, support industries, high-quality agriculture and education, tourism, in a bid create new motivation for the city’s growth, and increase its competitiveness as well.

The municipal government is also now mulling over renovating public investment management method, including the IT applications in public investment management to ensure that basic public construction works are carried out in a synchronous, public, transparent and objective manner.

Attention will be paid to intensifying the inspections of public construction investment, and strictly handling corruption which leads to waste or the inefficient use of public resources. 

Last, but not least, greater efforts will be made to enhance the performance of specialised project management units, the Land Fund Development Centre, and other relevant local agencies.

The city authorities have aslo urged the national government to consider allocating capital to the implementation of projects which are of great significance for the socio-economic development in central and Central Highlands regions.

Included are the relocation of the city’s railway station to Lien Chieu District’s Hoa Minh Ward, and associated urban redevelopment, the deep-sea Lien Chieu Port, the East-West Economic Corridor No 2 (EWEC2), the upgrade of national highways 14G and 14B, and the Da Nang University Urban Area project.
