Da Nang on track to promote efficient use of land resources for future development

Da Nang, over the past two decades, has been one of the few Vietnamese localities to have developed proper measures to efficiently use land resources for infrastructure investment, urban replenishment and socio-economic progress as well. Functional local bodies are putting a strong emphasis on clearing any obstacles to land-related issues so that land continues to serve as an important resource contributing to Da Nang’s development strides in the coming time.

Recently, Professor Dang Hung Vo, former Deputy Minister of Natural Resources and the Environment acknowledged that Da Nang has stood out as one of the pioneers in Viet Nam to build up a mechanism to considerably tap the land values for infrastructure investment and urban development, like many other developed countries around the world. It is high time for Da Nang to seek more ways to increase the added value of land for future progress.

A combined total of more than 51,500 billion VND collected from land leasing went to the city treasury over the 1997 - 2019 period, and especially, land revenue has increased by 36% compared to 2019, said Director of the Da Nang Socio-Economic Development Research Institute, PhD. Huynh Huy Hoa.

Currently, about 18.8% of Da Nang’s total land area is still vacant, most of which is located in the southern and southwestern parts of the city, so that it can be used for future development plans. 

It is suggested that, in order to effectively tap land resources in the coming time, Da Nang effectively implement breakthrough policies in adjustments to its master plan. For instance, it is a good idea to develop a ‘compact city’ model and efficiently exploit underground space to accelerate the urban 3-dimensional space development.

The ‘compact city’ or ‘city of short distances’ is an urban planning and design concept, which promotes relatively high residential density with mixed land uses.  It is based on an efficient public transport system, and has an urban layout which – according to its advocates – encourages walking and cycling, low energy consumption and reduced pollution.

Also, the development of such other models as ‘university-city complexes’, seaport urban areas, new functional zones for innovation, hi-tech agriculture and logistics services should be given a keen interest.

In addition, it is also highly recommended to proceed with the idea of building ‘a city of thousands of lakes” to adapt to climate change, mitigate flooding during rainy season and serve the production of clean water for citywide consumption.

Besides, Da Nang authorities should mull over the release of specific mechanisms and policies to efficiently exploit land resources, putting vacant land plots across the city into temporary use.

According to Da Nang Department of Natural Resources and the Environment, over the past time, many effective solutions have been taken to land use-relating problems, thereby paving the way for such as would-be projects as Nam O eco-urban area, Tien Son sports village and Mega Assets to take their shapes as soon as possible in the coming time.

Meanwhile, the handling of land use-relating matters is getting underway for such other projects as tourist areas of Ha Noi Non Nuoc, Nam Khang and Nam Phat, and Soleil Anh Duong five-star resort complex.

Director of the municipal Department of Natural Resources and Environment To Van Hung, in the coming years, importance will be attached to building an auction plan for land use rights and reaching a target of raking in 28,000 billion VND from land leasing  for the 2021 - 2025 period.

Also, the Department will make proposals to the municipal administration on regulations regarding the use of land managed by the Centre for Land Fund Development for a definite period, and make joint efforts with other relevant local agencies to accelerate the progress of major projects, especially key ones, for the 2021 - 2025 period.
