The Vietnamese Minister of Construction has just announced the abolition of national/ municipal/ provincial and district-level administrative procedures in terms of the management of construction activities, a supportive move to improve the country’s business environment.

In detail, there are 8 national government- leveled ones, including the appraisal of economic-technical reports and adjustments, construction drawing designs, the estimates of construction /construction drawings and construction adjustments, and the granting of permits for the construction, repair, renovation and relocation of special-level projects.

Administrative procedures at the provincial/municipal level to be abolished are the appraisal of economic-technical reports and adjustments, construction drawing designs, the estimates of construction /construction drawings and construction adjustments, and the re-issuance of Class No.2 and 3 practice certificates in cases of revocation according to the provisions of Points b, c, d, Clause 2, Article 44a of Decree 100/2018/ND-CP.

At the district level, there are 2 abolished administrative procedures: namely the appraisal of economic-technical reports and adjustments, construction drawing designs, the estimates of construction /construction drawings and construction adjustments (in case of one-step design).

The adjusted contents as aforementioned in the decisions of the Ministry of Construction aim to decentralise powers and remove institutional obstacles in the management of construction activities.
