Riverside projects in Da Nang need to harmonize interests of State, people and investors

The Da Nang chapter of the Viet Nam Fatherland Front Committee on Monday held a event highlighting social criticism on the planning of projects along the Han River. Troubleshooting planning for project implementation

On agenda at the conference on social criticism were active discussions on the implementation of two Han riverside projects, namely the Marina Complex Da Nang and the Olalani Riverside Towers both located in Son Tra District.

The detailed planning of the 107,311m2 Marina Complex Da Nang and the 81,458m2 Olalani Riverside Towers were approved for the latest by the municipal People's Committee in 2017 and 2014, respectively.

Till date, work has yet to start on the two Han- riverside projects amid mixed public opinions.

The developers of these project said they have already fulfilled their financial obligations. However, the prolonged process of adjusting the project planning contents has caused great economic losses to the investors and affected their reputation with their partners as well.

Therefore, the developers are looking forwards witnessing the comprehensive assessment of their projects on the basis of ensuring the quality of the project planning and the active appeals for the participation of reputable consultants form both home and abroad to make planning, architectural designs, especially for high-rise buildings, landscape along the Han River.

The developers of the Marina Complex and Olalani have also sent official letters to the municipal administration, demanding the soon adjustments to the project planning details so as to commence the implementation of these projects.

Harmonising interests of State, people and investors in project implementation

In his point of view, Chairman of the Da Nang Union of Literature and Arts Associations Bui Van Tieng said that architectural design should “prioritize the green space along the banks of the Han River to serve the community and build riverside  roads.

Meanwhile Standing Vice Chairman of the municipal Veterans Association Bui Chi Loan stated that the adjustment of the project planning must be suitable with the natural landscape, projecting the environment towards sustainable urban development.

In his perspectives, Professor Tran Van Nam from the University of Science and Technology, a member school of the Da Nang University said that, according to scientific research data and calculations based on the reliable model of the University of Science and Technology, the impact of the riverside projects on riverbank erosion is not great.

In addition, many other comments and criticisms were made by representatives from local functional agencies underlined a must-do to adjust the project planning with a heed paid to ensuring the harmony of interests of the parties, especially during the post-planning processes.

In his instructions at the event, Vice Chairman of the municipal People's Committee Le Quang Nam said that the proposals made by the developers on the adjustments to the project master plan should be considered carefully, especially their compliance with the Prime minister-approved adjustments to the Da Nang Master Plan.

The municipal departments of Construction and Natural Resources and the Environment must specifically review the proposals on investment adjustments to ensure project planning, architecture, and land use planning, with an attention to the creation of landscape and public space.

The project developers are required to ensure the quality of planning adjustments and architectural designs on the basis of maximizing project efficiency, ensuring the functions of internal and social engineering infrastructure.

In particular, the Department of Construction must made a report to the municipal administration on reviewing the implementation of riverside construction investment projects, including Marina Complex and Olalani.

Some of the issues that need to be clarified are the study of urban development and land use planning in the planed areas,  review the planning boundaries of projects with the planned traffic routes and waterways.

Also, as for the traffic axis running through the riverside construction investment projects, there must be a wide and airy pedestrian traffic axis, landscaped with green space, meeting the vehicle parking demand in accordance with current regulations and standards, ensuring the harmony in the organization of urban and landscape space of the projects with respect to neighbouring areas.

High-rise buildings and villas in the projects need to ensure technical and artistic elements of architectural design, construction and schedules.
