Da Nang tightens illegal conversion of agricultural land use purpose

Facing the situation of subdividing, buying and selling garden and agricultural land, the Hoa Vang District authorities and the Da Nang Department of Natural Resources and Environment have taken strong measures to tighten the illegal conversion of agricultural into residential land in a bid to ensure security and social order, and avoid damage to people and businesses.

Many gardens are subdivided for sale

Over the past 2 months, the municipal Department of Natural Resources and Environment and the Hoa Vang District People's Committee have continuously issued official dispatches to warn people of the illegal changing of the land use purpose from purely agricultural into residential land, along with the trick of "blowing" land prices to cause a "virtual land fever" from groups of investors and brokers to make illegal profit.

However, the buying and selling garden land have been still happening in such communes of Hoa Chau, Hoa Phong, and Hoa Khuong in Hoa Vang District.

Currently, when travelling on inter-village and inter-residential group roads, and alleys, in the district, we can found it easy to see many gardens being subdivided into small plots with barbed wire fences and low banks built of stone and bricks.

Mr. Bui Van Dung, a male resident of Cam Toai Tay Village, Hoa Phong Commune, Hoa Vang District, said that right after Tet Festival 2022, many land brokers have been seen wandering around the village roads to seek and buy agricultural and garden land.

He added, after the authorities issued a written recommendation not to change the use purpose of pure agricultural land into residential land, the district has seen few land brokers. However, there have had many barbed wire fences and low brick fences built on garden plots, proving that the garden plots have been converted to residential land and the owners are dividing them for sale.

Recent statistics released by the Hoa Vang District People's Committee show that, over the past three weeks, the district has received 2,726 citizens’ land-related dossiers, a significant increase as compared to the previous period. Of this figure, 1,049 dossiers have been involved in the transfer of land use rights; 534 in granting and exchanging land use right certificates, supplementing assets and granting land transferring land use rights; 526 in mortgage and mortgage clearance at banks; 245 in the separation and consolidation of land plots; and 52 in the change of land use purpose.

On April 13 alone, the district received up to 254 land-related dossiers including 102 involved in the transfer of land use rights; 49 in granting and exchanging land use right certificates, supplementing assets and transferring land use rights; and 40 in the separation and consolidation of land plots.

Avoid financial losses to residents and businesses

Director of the municipal Department of Natural Resources and Environment To Van Hung remarked, most recently, on social networking sites, a number of individual accounts and groups of people have spontaneously posted many advertising articles to support the conversion of agricultural into residential land in a bid to make illegal profit.

This move shows signs of fraud, destabilises security situation and social order in rural areas, including Hoa Vang District, disturbs people's lives, cause financial loss to people and businesses, and affects reputation of State agencies.

Currently, the Department proposes the municipal Department of Public Security to conduct investigations to detect individuals and organisations involved in the illegal transfer of agricultural land use rights that goes against the regulations.
