Modernisation of customs administration
Over the past years, the Da Nang Customs Department has promoted the use of information technology (IT) and modern equipment in handling customs-related procedures, thereby bringing efficiency in managing and supporting local importers and exporters.
Specifically, the Department has started the use of e-seal positioning device attached with global positioning system (GPS) from June 2020.
The device supports customs officers in tracking and monitoring the positions of containers or transportation vehicles, thereby ensuring the integrity of the goods and providing prompt damage prevention during transportation.
In addition, the device will give warnings of transportation vehicles going on the wrong track, moving or stopping beyond the specified time, and illegal impact of seal.
System users can also review the track, look up reports, and aggregate data depending on business requirements.
Moreover, the Department has officially applied the Viet Nam Automated Cargo and Port Consolidated System/Viet Nam Customs Information System (VNACCS/VCIS) in the operation of its divisions across the city since 2014.
The use of the Japanese-funded system has brought benefits to both the customs divisions and businesses in the city. VNACCS is based on a centralised processing model, integrating multiple features and utilities, which helps to make customs procedures quicker and more convenient. Thanks to the automated steps of declaring, receiving information, tax calculation, checking and streamlining goods, the time for customs clearance is shortened considerably for goods in the green lane.
In order to support the business community to overcome difficulties triggered by COVID-19, the city customs authority has deployed free software under the VNACCS/VCIS automatic clearance system for customs declarations.
The new customs declaration software is deployed on the web-based platform, centrally installed at the General Department of Customs.
Accordingly, businesses only need to have an internet-connected device to be able to access free customs declaration services.
The software is promptly updated to meet the new requirements of digital and smart customs.
According to Director of the Da Nang Customs Department Quach Dang Hoa, his unit has directed its division across the city to set up support groups to receive and answer enterprises' arising problems about new customs declaration software.
