Da Nang strives for full disbursement of public investment capital
In the first half of 2022, the disbursement of public investment capital in the city has not fulfilled the year’s plan. Therefore, relevant local agencies are drastically implementing synchronous solutions to promptly remove difficulties and obstacles and speed up the disbursement of public investment capital in a bid to ensure that 100% public investment capital in 202 will be disbursed before Jan. 2023.

Works and projects facing site clearance problems
The latest updates from to the municipal Department of Planning and Investment showed that, as of late June, the disbursement of public investment in 2022 in the city had reached VND1,500 billion, representing 25.2% and 20% of the plans assigned by the Central Government and the municipal People’s Council respectively.
Director of the Department of Planning and Investment Tran Thi Thanh Tam commented that the city proactively implemented the assigned capital plan.
Specifically, the city urgently issued decisions on a number of tasks and solutions with a focus on disbursing the city's public investment capital plan in 2022.
Importance was attached to promptly removing difficulties and obstacles relating to site clearance, as well as detailing the disbursement rate at each point of time such as April 30, June 30, September 30, December 31 and January 31, 2023.
Monthly, leaders of the municipal People's Committee paid inspection visits and directly asked relevant agencies to solve problems relating to site clearance and investment procedures, especially for key projects.
However, till date, some projects that have problems with site clearance have been facing slow disbursement of investment capital. Included are the first stage of the Da Nang Vocational Training College, the resettlement area serving Da Nang University Village project, northwest traffic axis 1, the 1st and 2nd phases of the Tan Ninh resettlement area expansion, and sustainable development project.
Additionally, a few projects have not yet started construction, and have not been disbursed or faced slow disbursement.
In particular, the Lien Chieu Port project has not yet disbursed VND500 billion, and only VND 2.6 billion out of VND140 billion has been disbursed for a project on supplementing medical equipment for the Da Nang Maternity and Pediatrics Hospital.
VND2.3 billion out of VND100 billion has been disbursed for the upgrade and expansion of the Da Nang Maternity and Pediatrics Hospital, whilst VND40 billion has yet to be disbursed for the affordable social housing for people with meritorious services on Vu Mong Nguyen Street.
Mr. Ho Anh Son, Deputy Director of the Construction JSC 545 - the construction unit of the Tuyen Son - Tuy Loan riverside road project, said that currently three families have not yet handed over their premises in Cam Le District to the construction unit. Proactive solutions
Identifying the disbursement of public investment capital as one of the year’s key tasks, in the coming time, the municipal Department of Planning and Investment will propose relevant units to urgently and drastically implement the Government and Prime Minister’s directions on the implementation of the socio-economic development plan and the State budget estimate in 2022.
Efforts will be made to ensure that the disbursement rate of public investment capital will reach 60% of the plan by September 30, 90% by December 31, and 100% by January 31, 2023.
In the second half of the year, the district-level councils for site clearance will accelerate the compensation and clearance work to ensure the on-schedule progress of key works and projects, as well as speed up the construction progress for transitional works and projects that are not affected by construction ground.
Attention will be paid to urging contractors to increase the number of human resources, machinery and equipment, as well as arranging overtime working hours in a bid to expedite the construction progress. Priority will be given to disbursing capital plans in site clearance, compensation and resettlement work.
