Momentum created for Da Nang development from urban zoning planning

Under Decision No. 359/QD-TTg dated March 15, 2021 of the Prime Minister approving the “Adjustments to the Da Nang Master Plan for its major developments by 2030, with a vision towards 2045, the Da Nang urban area is designed  into 2 economic development belts and 12 functional subdivisions. Through the planning  implementation planning, functional subdivisions are on way to attract resources for the city's socio-economic development.

The urban subdivisions of Da Nang

As for the two ‘economic belts’, one is the northern part boasting hi-tech industry and seaport- logistics, and the other is the southern part showing off innovations and high-tech agriculture.

In regard to the 12 sub-divisions, the ‘Subdivision along the Han River and its eastern bank’ will include the area along the two banks of the Han and Co Co rivers, along with the eastern bank bordering Da Nang Bay and the northern Son Tra Peninsula to the north, Le Do - Nguyen Huu Tho - Vo Chi Cong - Co Co River (Dong No western branch) to the west, Quang Nam Province to the south and the sea to the east.

‘Subdivision along the Da Nang Bay’ will comprise the coastal area of Da Nang Bay, plus some parts of Thanh Khe and Lien Chieu districts.

‘Lien Chieu Seaport Subdivision’ will consist of some parts of Hoa Hiep Bac and Hoa Lien communes in Hoa Vang District stretching along Cu De River. The landmarks of this site will include the Lien Chieu Port, a logistics cluster, and a seaport urban area.

‘High-tech Subdivision’ will consist of Hoa Khanh Bac and Hoa Hiep Nam wards in Lien Chieu District and a part of Hoa Vang District.

The ‘Green Core Subdivision’ will be characterised by green landscapes along Phuoc Tuong - An Ngai ranges, the North-South expressway, a high-speed railway and a new railway station.

‘Innovation subdivision’ is bounded by the National Highway 14B to the north, Da Nang - Quang Ngai expressway and national highway 1A to the west, Vo Chi Cong Street to the east, and Quang Nam province to the south.

‘Airport Subdivision’ is concentrated around the Da Nang International Airport, bounded by the Dien Bien Phu Street to the north, Truong Chinh to the west, Nguyen Huu Tho to the east; Cach Mang Thang Tam to the south.

‘Urban Hillside Subdivision’ will border DT602 road to the north, Hai Van southern bypass to the east, parts of Highway 14G and Ba Na - Suoi Mo route to the south.

‘Hi-tech Agricultural Subdivision’ is located in the city’s southwestern part, along the Western Belt route, comprising Hoa Phu, Hoa Phong, Hoa Khuong and Hoa Nhon communes in Hoa Vang District. The focus of this subdivision will be place on forming a hi-tech agricultural zone.

‘Development Reserve Subdivision’ is bounded by a part of the Ba Na - Suoi Mo route to the north, National Highway 14G, and Cam Le River to the north, Quang Nam Province to the south, National Highway 1A to the east, and the ‘High-tech Agricultural Subdivision to the west.

‘Western Ecological Subdivision’ will be the entire mountainous area to the north and west of the city, stretching from the Bach Ma - Hai Van maintain range and Hon Chao in Hoa Hiep Bac Ward, Lien Chieu District through the communes of Hoa Bac, Hoa Lien Hoa Ninh, Hoa Phu and Hoa Khuong in Hoa Vang District.

‘Eastern Ecological Subdivision' will encompass Hoang Sa District and the Son Tra Peninsula which is oriented to be a national tourist area .

Appeals made for investment resources for the sake of socio-economic development

According to the Da Nang Department of Construction, by late 2022, 9 sub-division plans will be completed and approved, thereby spurring  the attraction of investment resources from urban development projects. 

In addition , the Da Nang administration has also issued a list of attracting investment projects in urban subdivisions. Accordingly, the ‘Lien Chieu Seaport Subdivision’ calls for investment in many logistics projects, including the development of a container terminal and a general cargo terminal with an area of 45ha and a length of 750m, 35ha logistics centre at the Lien Chieu Port and a 5ha one at the Kim Lien cargo station.

At the ‘Urban Hillside Subdivision’, the city is calling for investment into the development of a smart urban and non-tariff complex on an area of 850ha.

At the‘Innovation subdivision’, appeals are getting underway for investment flows into the over 17.2ha Hoa Xuan creative space project that highlights a more than 99,000m2 software park, a more than 73,000m2  associated service area in combination of residential housing .

Similarly,  the ‘Hi-tech Subdivision’ will witness the development  of a data centre and an office complex, a more than 8.7ha IT exhibition area including 4 office buildings combined with a 26-storey Data Centre with investment rate from US$10-15 million/ha. Projects in the field of aerospace technology will have a investment rate of US$ 15 million /ha or more. Meanwhile, ones in the field of robot design and manufacturing technology will have an investment rate ranging during US$ 8-15 million/ha. Ones for manufacturing chips and biosensors will have an investment rate of US$10 - 15 million /ha.

As reported by Director of Da Nang Investment Promotion Agency Huynh Lien Phuong, over the past time, many investors have been very interested in the implementation of the 12 subdivision planning. Each subdivision plan will be associated with a series of large projects, creating a lot of momentum and development space for Da Nang.

Once the zoning plan is completed, the boundaries of projects will be clearly defined and investors can propose implementing the 1:500 scale planning map to proceed to the land use auction and investor selection bidding.
