Driving licence changing procedures to go online from Nov. 14

Driving licence changing service will be offered online at level 4 on the National Public Service Portal starting from November 14, according to the Da Nang Department of Transport.

Accordingly, the Directorate for Roads of Viet Nam (DRVN) has asked the Departments of Transport at 63 provinces and cities nationwide to inform locals about the benefits of the online public service for changing driver's licences.

DRVN has also directed the Departments of Health to coordinate with medical examination and treatment facilities to provide and connect health examination data of drivers. In addition, authorities at district and commune levels will be in charge of sending electronic copies of drivers’ health examination papers on the National Public Service Portal.

Drivers can send applications for changing driving licences on the National Public Service Portal. If the application is valid, an appointment will be arranged and notified to the registrant via email or phone message no later than 3 days of registration. If the application is not valid, the registrant will also be informed of the reason.

Over the past time, DRVN has coordinated with relevant units to adjust the software and create professional accounts on the National Public Service Portal for the Departments of Transport at 63 provinces and cities nationwide to deploy online public service level 4 for changing driving licence. Also, the agency has upgraded the software on the National Public Service Portal to connect and exploit the national database on population, as well as completed connection of driver's licence data with national database on population.

Since early July 2020, DRVN has offered the online public service at level 4 for changing driving licences in Ha Noi and Ha Nam Province on a trial basis. The pilot model has been then expanded into Hai Phong, Bac Ninh, Binh Duong, Dong Nai, Lao Cai, Thanh Hoa, Tuyen Quang, Quang Nam, Quang Ninh and Lang Son since September 2021.
