Urgent need to speed up development of parking lots in Da Nang

Appeal for investment from the community into the development of parking lots in Da Nang as a solution to static traffic problems is an inevitable step that has been taken into account for many years. However, the implementation faces many difficulties due to many subjective and objective factors.

In order to continue implementing this policy, the city’s administration has approved the list of land fund available for the auction of land use rights in Da Nang for 14 projects, including the development of a park and public parking lot combined with trade and services on a 3,113.9m2 land lot coded A3 on the corner of Nguyen Van Linh, Phan Chau Trinh and Le Dinh Duong streets in Phuoc Ninh Ward, Hai Chau District.

Currently, the city’s Land Fund Development Centre has called for investors’ participation in proposing ideas for the project implementation. 

Highly recommended ideas include the construction of a mini supermarket and chains of convenience stores selling pharmaceuticals, fast food, along with information technology services. In particular, joint ventures between the above-mentioned specialised service enterprises and parking lot operators can be encouraged.

According to the plan, there are 9 locations where land auctions are deployed to pave the way for investment in parking facilities. They are land lots 51A Ly Tu Trong;10 Ly Thuong Kiet; 19 Le Hong Phong; land area southwest of the Vo Nguyen Giap - Phan Tu intersection; 172 Nguyen Chi Thanh; land area coded A16 on My Khe 5, A1-2 commercial and service land area to the southeast of the Pham Van Dong - Ngo Quyen intersection; D area belonging to land fund along the Son Tra - Dien Ngoc route and A1-1 area in the commercial and service area to the southeast of the Pham Van Dong - Ngo Quyen intersection. All of them cover a total of 19,983m2 with over 1,416 parking spots.

In the coming time, the city's functional agencies need to quickly speed up the auction of land plots. In addition, the city’s Management Board for Traffic Construction Investment Projects should prioritise resources to deploy parking projects, along with the upgrade of key intersections and major roads. In parallel with that, it is a need to quickly recover land areas with public houses whose land lease has expired.

Chief of Office of the Da Nang Traffic Safety Committee Le Van Lam acknowledged that static traffic is always a pressing issue in the urban management in Da Nang, especially in the context of the increasing speed of traffic as present.

The latest statistics show that the whole city currently has about 105,000 cars and as many as 1 million motorbikes, e-bikes and related means of transport in total. These figures do not include the vehicles used by the city-stationed armed forces and central agencies, along with vehicles from other cities and provinces often going in and out of the city. All are putting heavier pressure on the traffic infrastructure that causes overload.

Based on these facts, it is high time for the city to beef up appeals for investment flows from diversified economic sectors into the formation of parking. It is, indeed, an inevitable choice.

Parking prices at parking garage at 255 Phan Chau Trinh

The parking service charges at 255 Phan Chau Trinh smart car park is calculated on a turn-by-turn basis. Each turn does not exceed 60 minutes.

Accordingly, VND 15,000 is set for parking in the 1st and 2nd hours whilst the 3rd and 4th hours with VND 20,000. From the 5th hour onwards, the price is kept at VND 25,000.

Overnight parking is charged at 120,000 VND/turn. During the period from 10.00 pm to 6.00 am the next day, if not parking overnight, it will be charged on a turn basis.

The rate is VND 1.5 million per month if cars are parked from 6.00am to 10.00 pm. Meanwhile, VND 1 million is fixed for parking from 10.00 pm till the next morning. The fee of VND 2 million is applied for parking around the clock.

The total number of vehicles registered to be parked by month must not exceed 40% of the total parking space.
The about VND 28 billion automated parking garage at 255 Phan Chau Trinh in Hai Chau District covers an area of 1,000m2.

The modern multi-storey car parking became the first of its kind in the city, using advanced technologies and equipment imported from Japan.

The first stage of the steel framed parking garage, with a 2-year warranty, consists of two 6-storey blocks, together accommodating a total of 50 under 7-seater cars.

An additional space for 75 vehicles will be added in the second stage.
