Da Nang strives to disburse at the highest rate

Statistics from the Da Nang Department of Planning and Investment show that VND 3,950 billion worth of public investment was disbursed in the city as of November30, making up 66.2% of the Government’s plan and reaching 50.1% of the capital plan set by the municipal People’s Council. Thus, the city’s public investment capital disbursement results have not been as expected, while the remaining time is not much.

Many difficulties

According to the municipal Statistics Office, accelerating the disbursement of public investment capital is one of the important and key tasks set to promote Da Nang’s economic growth.

However, in November, the city saw a decrease in the disbursement of investment capital allocated from the state budget against previous month and the same period in 2021.

The municipal Statistics Office cites issues relating to site clearance and documentation procedures as major reasons that the value of public investment in the city in November was lower than that in previous month.

Currently, the construction progress of some key projects in the city are being expedited, including an over 19km-long west ring road from National Highway 14B to Ho Chi Minh Road, separate wastewater collection system and sewer lines to transfer rainwater to the Han River for the basin from Ho Xuan Huong Street to Da Nang’s border with Quang Nam Province, and the Organ and Stem Cell Transplantation Centre at the Da Nang Hospital.

Besides, a number of projects have to suspend construction due to site clearance problems such as the upgrade of Vo Duy Ninh Street, the Hoa Ninh-Hoa Phu inter-commune road, and the drainage connection with the Khe Can drainage ditch.

In addition, some projects have relatively large assigned capital plans, but up to now, the conditions for starting construction have not been guaranteed because the documents and procedures have to go through many stages, design plans have been changed and adjusted many times. These projects are the upgrade of the Da Nang Maternity and Pediatrics Hospital and the Thanh Khe District-level Medical Centre, and the building of blocks and technical infrastructure and affordable social housing project for people with meritorious services on Vu Mong Nguyen Street.

According to the municipal Department of Planning and Investment, due to the impact of COVID-19 in the first months of the year, problems relating to investment procedures, compensation and site clearance, a hike in the prices of raw materials, fuel and input materials, and natural disasters, the disbursement progress of the works and projects has yet to meet the city’s requirements.

A number of projects could not be disbursed according to their initial capital plan owing to objective reasons. Included are the traffic infrastructure improvement project with central loans, Software Park No. 2 at phase 1, the Hoa Lien Water Plant, and the Da Nang Hi-Tech Park.

Some projects are facing site clearance problems such as the North-West axis No. 1, and an extended road connecting Nguyen Duc Thuan Street to Tran Hung Dao Street.

Intense focus on solutions

To strive to achieve the highest rate of public investment capital disbursement, Director of the municipal Department of Planning and Investment Tran Thi Thanh Tam remarked following recent direction by the Prime Minister, the Da Nang government has issued decisions to adjust the internal capital plan among units. The purpose is to accelerate the transfer of capital plans from slow and unlikely projects to those with high demand and ability to disburse.

During the operation, the municipal People's Committee regulates the disbursement rate to each time of the year for the units to follow closely to implement, as well as regularly review and implement the adjustment, transfer and reduction of the capital plan in 2022 for projects that cannot be disbursed or disbursed slowly to projects that ensure the conditions for capital allocation.

Mr. Nguyen Van Chau, Deputy Director of the Dacinco Investment and Construction Co., Ltd - a joint venture unit to construct the western ring road No.2, said that his unit is focusing on speeding up the construction progress so as to complete the highest volume.

Meanwhile, according to engineer Ho Quoc Vinh who is a construction supervisor of the installation of a separate wastewater collection system and sewer lines to transfer rainwater to the Han River for the basin from Ho Xuan Huong Street to Da Nang’s border with Quang Nam Province, said despite year-end unfavourable weather conditions, construction workers are making efforts to complete the volume as much as possible.

It is expected that in the last month of 2022, the city's disbursement rate is unlikely to change positively because a number of projects are focusing on construction work.

However, functional agencies will continue to actively remove difficulties and obstacles in procedures and premises for investors and contractors.
