Enhancing efficiency of urban architecture management

A scientific seminar entitled ‘Improving the efficiency of urban architecture management’ took place in Da Nang as a joint coordination made by the Department of Architectural Planning under the Vietnamese Ministry of Construction, the National Institute of Architecture and the Da Nang Department of Construction.

The event saw experts enthusiastically discussing regulations on the management of urban architecture - the perspective from cultural institutions and urban sociology; setting up regulations on architectural management with practical lessons drawn from Da Nang's experience.

According to Dr. Architect Nguyen Tat Thang from the National Institute of Architecture, currently, Viet Nam has a remarkable urban development speed. In particular, many urban areas have unique planning and architectural styles such as Phu My Hung, Phuc Khang and Vinhome. However, there are also some urban areas that lack identity and tend to homogenize in terms of morphology, structure and architectural appearance.

Another problem is that the uncontrolled urbanisation process may lead to a fact that many urban areas cause environmental pollution, traffic congestion, overcrowding, and a lack of technical, social infrastructure facilities, green trees and water surface.

“Urban planning should pay attention to three major issues: conservation, environment and development. At the same time, the opinion of the social community must be respected in all constructions, especially in the existing urban areas with historical and heritage values. In developing regulations on management, administration and operation, it is necessary to pay a special heed to considering urban economic issues and strictly observing the population density norms, and controlling the density of residence. In addition, it is a need to issue standards on art and design of public space, ensure the connection of habitats along with complete designs of urban technical infrastructure and utilities such as pavements, trees, parks and public transport”, emphasised Architect Nguyen Tat Thang.

With a regard to architectural management planning, Assoc.Prof.D.D., Pham Thuy Loan from the National Institute of Architecture said that the architecture management regulation is a new legal tool, stipulated in the Law on Architecture, together with the “List of valuable architectural works”, is expected to promote the effect of State management in the protection of valuable architectural works and urban landscapes. At the same time, it will create architectural space and landscape with quality, from overall to detail for Vietnamese cities during their development process.
