Localised adjustments in Da Nang
Da Nang has been creating zoning plans in line with the adjustment to Da Nang’s Master Planning to 2030, with a vision to 2045 approved by the Prime Minister on March 15, 2021. During this process, the city also is making localized adjustments to suit its socio-economic situation, and its response plan for natural disasters and climate change, as well as ensure national defense and security.

The city’s master planning is created in a comprehensive manner while zoning planning goes into detail. Therefore, synchronous adjustment is needed to make on the city’s master planning while creating zoning plans in line with the direction from the Prime Minister.
In fact, a number of detailed planning, investment policies, feasibility studies of construction projects, especially Lien Chieu Port Project and a coastal route connecting with Lien Chieu Port, that have been approved by the Prime Minister, the Ministry of Transport, and the Da Nang Government after March 15, 2021 must be added to the city’s master planning.
In addition, negative effects of the COVID-19 pandemic, natural disasters and other factors on the city's socio-economic development also require appropriate adjustments to the city’s master planning. Following the Prime Minister’s approval on February 8, 2021, the Da Nang Government has been allowed to approve local adjustments after obtaining the written approval from the Ministry of Construction.
Currently, the city is making local adjustments in the projects of Lien Chieu Port and Lang Van Resort and Entertainment Complex. Accordingly, Lien Chieu Port and a coastal route connecting with Lien Chieu Port have been already added to the city's master planning. An area of about 22 hectares in the Lien Chieu Industrial Park earmarked for the development of technical and transport infrastructure remains unchanged.
In addition, about 60 hectares of land earmarked for tourism and green cover purposes in the area adjacent to the Hai Van Pass and in the north of the land designated for national defense and security purposes near the construction site of Lang Van Resort and Entertainment Complex will be adjusted into productive forest land in a bid to ensure the preservation of natural forests.
Furthermore, about 60 hectares of productive forest land in the west of the bypass in the southern part of the Hai Van Tunnel will be adjusted into land for tourism purpose in an attempt to compensate for a reduction in land for this purpose in the Lang Van Resort and Entertainment Complex Project in order to ensure that land for tourism purpose in the city’s master planning remains unchanged due to localized adjustments. Moreover, a part of isolated green space covering around 11 hectares along the coastal route connecting with Lien Chieu Port will be converted into the land designated for national defense and security purposes.
The city is re-adjusting the population size of 11 out of 12 subdivisions identified in its master planning as the current population of Green Core Center subdivision, central areas, subdivisions along the Han River and on the east bank of the river has exceeded the approved population target to 2030 while population reduction in these subdivisions is not feasible in the short term to year 2030.
In addition, some planned areas of high density population to 2030 do not suit reality as these areas need synchronous investment in technical and social infrastructure in the short term to attract people to live. On the other hand, a number of project developers who have already gained legal ownership of land are proposing to increase the population size in their projects in order to increase the efficiency of land use.
Therefore, the population size in the subdivisions along the Han River and on the east bank of the river covering a total area of 6,644 hectares will be adjusted to increase from 484.00 to 686,000 people, a rise of 202,000 people while that in the Lien Chieu Port subdivision with an area of 1,285 hectares will increase from 19,000 to 24,000 people, a rise of 5,000, increase from 61,000 to 93,000 people in Green Core Center subdivision with an area of 4,775 hectares, a rise of 32,000, reduce from 104,000 to 77,000 people, a decrease of 27,000, in the airport subdivision with an area of 1,327 hectares, decline from 270,000 to 140,000 people, down by 130,000, in the hillside subdivision with an area of 2,729 hectares, increase from 19,000 to 45,000 people, an increase of 24,000 in the western ecological subdivision with an area of 57,692 hectares.
Recently, the Ministry of Construction has approved a number of local adjustments in Da Nang and asked the city to review and clarify some others. The city is exerting every effort to perfect local adjustments as per request from the Ministry in order to submit them to the national government for consideration and approval in line with the direction from the Prime Minister.
