Two key traffic projects to be carried out in 2023

In 2023, Da Nang will implement two key traffic projects, namely the Hoa Lien - Tuy Loan expressway and the renovation and upgrading of National Highway 14B with a total investment of VND2,900 billion as per approval by the Ministry of Transport.

These are two of the city’s key driving force projects, so relevant agencies are urgently completing necessary procedures to start the implementation of the projects in 2023 and complete the works in 2025.

Two large-scale, key projects

According to the Da Nang Department of Transport, the Hoa Lien - Tuy Loan expressway, as part of the La Son - Tuy Loan section of the Ho Chi Minh Road, has a total length of about 11.5 km.

The starting point is at a location adjacent to the Hoa Lien intersection in the namesake commune and the ending point is adjacent to the Tuy Loan intersection in Hoa Nhon Commune, Hoa Vang District.

The project is predicted to cost nearly VND2,113 billion. Of this figure, the cost of compensation, support and resettlement is likely to be more than VND951 billion, whilst the construction cost will be more than VND942 billion.

A total of VND4.6 billion and VND678 billion are allocated for the project in 2022 and 2023 respectively. Meanwhile, VND906 billion and VND565.5 billion will be spent in 2024 and 2025.

The project is divided into 2 phases. Accordingly, in the first investment phase, the expressway will have 6 traffic lanes, a roadbed width of 9m and a road surface width of 7m. The second phase will be the completion stage.

The project will be carried out between 2023 and 2025.

The project on renovating and upgrading a section of National Highway 14B passing through Da Nang from Tuy Loan intersection to Quang Nam Province has a total length of about 7.55km.

Its starting point is at Km24+633 in Hoa Nhon Commune, Hoa Vang District, and the ending point is at Km32+185 in Hoa Khuong Commune, Hoa Vang District.

The project is expected to cost VND788.7 billion funded by the central and municipal budgets. Of the figure, over VND430 billion will come from the central budget capital in the medium-term public investment plan for the 2021-2025 period, whilst the remaining about VND358 billion will be the city budget capital in the medium-term public investment plan for the 2021-2025 period.

This is an urban-level road, having a design speed of 80km/h and 6 lanes, of which 4 for motor vehicles and the remaining ones for mixed traffic.

Focus on solving problems to start projects soon

According to Mr. Ta Gia Manh Hung, Head of Project Operation Office No 2 under the Ho Chi Minh Road Project Management Board - the investor of the project, till date, the technical design consultancy unit has already completed the topographic, geological and hydrological surveys.

In addition, the plugging of site clearance piles has been done. The Ho Chi Minh Road Management Board handed over the site clearance documents and piles to relevant units on January 31, 2022 and announced project planning in communes of Hoa Lien, Hoa Son and Hoa Nhon in Hoa Vang District.

However, Mr. Hung pointed out some shortcomings in the site clearance work. In particular, the project has 10 intersections with 110KV, 220KV and 500KV transmission lines, which do not ensure safety according to regulations and have to be relocated and replaced with new power poles.

In addition, the project has 5 intersections with fiber optic cables with a total length of about 4.5km and 4 intersections with water supply lines with a total length of about 4.3km.

Therefore, the Project Management Board proposes to start the project before July 15, 2023 according to the proposed plan. Therefore, the functional forces are urged to soon complete the procedures for site clearance work.
