Specific tasks and solutions to effectively implement theme of 2023

In order to effectively implement the theme of 2023 as 'The year focuses on unleashing resources, attracting investment, maintaining economic growth and ensuring social welfare', Da Nang has set out four groups of tasks and solutions to meet its socio-economic development goals in 2023 and the coming years. Up to now, the solution groups have achieved relatively positive initial results.

Many tasks and solutions implemented synchronously

The aforementioned groups of tasks and solutions include maintaining economic growth, ensuring social security; unlocking land resources, removing obstacles when making inspection conclusions on planning and investment; promoting and attracting investment.

As for economic growth, the city's gross regional domestic product (GRDP) in the first quarter was estimated to increase by 7.12% over the same period in 2022. It led the provinces and cities in the central key economic zone in terms of growth rate and was ranked second among the five centrally-governed cities and 19th in the whole country.

During that period, the total State budget collected in Da Nang reached an estimate of VND5,550 billion, equal to 23.7% of the estimate assigned by the municipal People’s Council and 76.6% over the same period in 2022.

Tourism continued to record a strong recovery and development. The total number of visitors served by local accommodation establishments stood at 1.42 million, a 4.7 times higher than the same period in 2022.

Revenue from accommodation, catering and travel was estimated at VND5,897 billion, up 89.6% against 2022. The total retail sales of consumer goods across the city generated VND15,566 billion, up 8% over the same period in 2022. The import and export turnover in the first three months of the year was US$661 million, down 16.8% compared to the same period in 2022. As of late March, a total of VND500 billion had been disbursed, equaling 6.3% of the city’s capital plan.

Among 19 specific zoning planning projects and tasks, one zoning planning project has been approved, 9 urban zoning planning projects and 7 functional zoning planning projects are underway, and 2 tasks of zoning planning to build functional areas are being implemented.

Between January and March, the total realised investment capital of the whole society was estimated at VND6,017.7 billion, down 22.3% over the same period in 2022.

From January 1 - March 15, 2023, the city granted investment licences and investment policy decisions for 4 domestic projects, worth VND1,505 billion in total, reaching 56.9% of the total investment capital for the same period in 2022, as well as for 28 FDI projects totalling US$4.46 million, a rise of 81.2%. Of which, 6 projects raised their capital with a total additional sum of US$1,946 million, up 194.6 %.

Efforts to fulfill development goals

It can be seen that the abovementioned groups of tasks and solutions have achieved initial results.

Towards better results, in the second quarter of 2023, the city will prioritise supporting and maintaining stable production and business; accelerating the disbursement of the public investment capital plan in 2023; well performing the planning and urban management, and environmental protection; and continuing to reform administrative procedures and improve the business investment environment in order to promote investment attraction.

Special attention will be paid to boosting foreign affairs and international cooperation; strengthening social security policies; improving the living standards of locals; and synchronously taking solutions to ensure the city’s GRDP growth rate of least 7% compared to the estimated implementation in 2022.

Ms. Le Thi Kim Phuong, Director of the municipal Department of Industry and Trade, said that her unit will continue to implement policies to support the production of the city’s featured products and the implementation of trade promotion programmes in the city. Included will be the OCOP programmes at the APEC Sculpture Garden and the East Sea Park, and the Vietbuild Danang International Exhibition 2023.

Besides, the department continues to coordinate with related units to solve problems related to planning of the Hoa Nhon industrial park; and submit a plan to select an investor for a project on infrastructure development for the Hoa Cam Industrial Park phase 2.

Director of the Da Nang Investment Promotion and Support Board Huynh Lien Phuong said that the board will continue to promote and introduce the city’s investment environment and opportunities in the markets of Japan, Malaysia, Singapore, and South Korea.

It is expected that in the near future, the city will host the ‘Investment Forum’ 2023 and a seminar on developing human resources for information technology sector.
