Da Nang's high expectations for investment attraction in new IPs

The Da Nang government, on June 22, 2023, issued Decision No. 1321/QD-UBND approving the research project on appealing for large investors in three new industrial parks (IPs) namely Hoa Cam - phase 2, Hoa Nhon, and Hoa Ninh. Accordingly, the new IPs have a total area of about 880 ha and have specific development goals.

Three new industrial zones

Da Nang's industrial infrastructure currently has 2,325ha, including the Da Nang Hi-Tech Park, the Centralised Information Technology Park, and the Hoa Khanh, Hoa Cam, expanded Hoa Khanh expanded, Lien Chieu, Da Nang and Da Nang Fisheries Service IPs.

In the coming time, three new IPs will be put into operation. They are Hoa Nhon IP in Hoa Nhon Commune, Hoa Vang District; Hoa Ninh IP in Hoa Ninh Commune, Hoa Vang District; and Hoa Cam IP - Phase 2 in Hoa Tho Tay Ward, Cam Le District and Hoa Nhon Commune.

Thus, by late 2020, there are 9 IPs that have been shaped in the city with 7 ones in the country’s IP development planning, 1 IP partially converted (the Da Nang Fishery Service) and 1 converted IP outside the planning of Da Nang's IPs in the coming period (Da Nang Industrial Park).

According to Decision No. 1321/QD-UBND, in addition to the abovementioned new IPs, there will be one more IP as oriented for the 2022-2025 period, with a vision to 2030. The total area of 4 new industrial zones is expected to be about 1,227.58ha.

The city will consider forming a priority list to attract investment in new IPs compatible with the structure of concentrated IP infrastructure in the vicinity such as the Hoa Nhon - Hoa Cam at phase 1- Hoa Cam at phase 2 industrial cluster or the Hoa Ninh - Hi-tech Park - Concentrated Information Technology Park - Hoa Lien industrial cluster in order to form linkage clusters or satellite IPs to attract businesses in the price chain value to operate into a complete production chain.

Specifically, the 400.02ha Hoa Ninh IP with industries of electronics, mechanics, consumer goods production, pharmaceuticals, etc., strives to attract at least two investment projects with a capital scale of over US$100 million each, and prioritises to attracting projects from US$5 million/ha.

The 360.1ha  Hoa Nhon IP with a group of light industry and high-grade building materials targets to attract at least 2 investment projects with a capital scale of over US$60 million, and prioritises projects from US$4 million/ha.

The Hoa Cam IP - Phase 2 with a scale of 120,019ha, prioritising mechanical assembly, electrical and electronic parts manufacturing strives to attract at least 1 investment project with capital scale of above US$50 million, whilst priority is given to attracting projects with investment rates from US$4 million/ha.

Advantages to appeal for investors

Before the aforementioned information, city-based businesses express their expectations about the city's investment attraction orientation.

Mr. Bui Duc Loi, CEO of the Hoa Cam Industrial Park Investment Joint Stock Company - the investor of the Hoa Cam IP - phase 1, stressed the urgent need for the city to early establish new IPs because a number of enterprises operating in the Hoa Cam IP - Phase 1 would like to introduce their partners to invest in new IPs.

The Hoa Cam IP - Phase 1 has a total planned land area of 149.83ha. Till date, it has attracted 74 projects with a total leased land area of 92.75ha/96.13ha.

Some enterprises have registered and participated in the pre-qualification of the Hoa Cam IP project - phase 2 because of basically completed technical infrastructure, a centralised wastewater treatment plant with a capacity of 2,000m3/day and a 2km-long wastewater drainage system.

In order for more investors to know more information about new IPs in the city, Mr. Nguyen Van Phu, Director of the Daiwa Vietnam Co., Ltd based in the Hoa Khanh IP in Lien Chieu District, underlined a must-do for the city to promote land fund, labour source and open investment policy to lure more domestic and foreign investors.

Meanwhile, Mr. Pham Bac Binh, Chairman of the Da Nang Association of Small and Medium-sized Enterprises, expected that the attraction of large corporations and investors with financial potential and experience, using high-tech will significantly contribute to boosting the city’s socio-economic development associated with fast and sustainable growth model, and creating jobs and income for locals.

Mr. Tran Van Ty, the Deputy Head of the Management Board of Da Nang Hi-Tech Park and Industrial Parks, informed that, in the time to come, his unit will strive to complete necessary procedures to select suitable investors for the implementation of the technical infrastructure development project for the Hoa Cam IP - phase 2.

The focus will be on coordinating with related units to convert the Da Nang and the Hoa Khanh IPs into ecological ones; as well as revoke investment licences of projects in IPs due to delays in its implementation.
