Accordingly, the plan sets out the goal of saving at least 2% of the total annual electricity consumption of the whole city in the 2023 - 2025 period, and reducing the peak load capacity of the power system in the the city by at least 3% by 2025 through energy demand management, also known as demand-side management (DSM) and demand response (DR).

The city strives, by 2030, to have 50% of the office buildings and 50% of the residential houses using self-sufficient and self-dissipating rooftop solar power (for on-site consumption, not selling electricity into the national electricity system).

The municipal administration also encourages the implementation of electricity saving in households, the use of electrical equipment labelled with energy efficiency, and the installation and use of a self-contained rooftop solar power system for on-site use.

With a regard to the use of public electricity by the end of 2025, 100% of the street lighting systems will use LED lights.

The city also eyes to strengthen measures to ensure a minimum saving of 30% of total electricity consumption in the 2023 - 2025 period for public lighting, advertising lighting, and outdoor decorations.

Restaurants, hotels, commercial service establishments, office complexes, apartment buildings shall turn off their lights whenever they are not needed or reduce at least 50% of the outdoor decorative advertising lighting capacity at the evening peak of the electrical system.
