Da Nang growth motivation comes from public investment

The Vietnamese government has recently issued decrees regulating a number of specific mechanisms on investment, finance, budget and management decentralisation for Da Nang. Accordingly, the national government has assigned the city to directly organise the implementation of the Da Nang Software Park centralised information technology (IT) park project. This will remove lingering capital problems facing public investment worth over VND 1,000 billion (Phase 1) already poured into the Da Nang Software Park No. 2, Thuan Phuoc Ward, Hai Chau District.

Construction started on the in October 2020. Up to now, Phase 1 of the Da Nang Software Park No. 2 project has not been able to be put into use because it is entangled with legal corridors on public infrastructure assets in the IT sector. The project covers an area of more than 28,000 square meters and is expected to accommodate about 6,000 direct job positions in IT and digital technology.

In a bid to solve the above-mentioned problem, from 2022, following the Da Nang People's Committee-made proposals, the Prime Minister, on March 21, 2023, the Prime Minister agreed to allow Da Nang to add this content to the regulations on special mechanisms.

Up to this point, the problems of the Software Park No. 2 project have officially been resolved by Decree 09/2024/ND-CP. When the Software Park No. 2 project comes into operation, it will create new space and motivation for development. The city has management mechanisms and tools, expand software development space as well as related policies to support digital transformation and develop creative spaces at the software park.

Along with specific mechanisms and policies authorised by the Prime Minister, on January 24, the Da Nang People's Committee issued Plan No. 21/KH-UBND on Digital Infrastructure Development in Da Nang in the 2024-2025 period. It sets out the goal of putting the Software Park No. 2 into operation to free up resources and promote the development of the IT industry.

The plan also sets out specific goals in the following areas telecommunications infrastructure; data center infrastructure, cloud computing; digital technology infrastructure; data infrastructure and digital platforms; IT park infrastructure. The plan also determines to put into operation the software park to free up resources and promote the development of the IT industry; form a centre for research and development of IT products, serving training and technology transfer in the IT field; IT business incubation; build IT infrastructure to serve digital transformation for governments, people and businesses.

Good signs have continued to come right in the first days of the new year 2024, when public investment resources in recent years has bloomed. On January 30, the Da Nang People’s Committee held the inauguration of traffic projects upgrading and renovating road DT601; DH2 Road and Western Ring Road 2, a section from Road No. 8 of the Hoa Khanh Industrial Park to the bypass road from the south of Hai Van Tunnel to Tuy Loan, with a total investment of thousands of billions of VND.

Previously, the public investment project of Hoa Lien Water Plant, with a total investment of more than VNND 1,170 billion, was also put into operation. The city has developed a plan to manage public investment resources. The project has an important impact in ensuring security and quality of water sources, and it is paid attention and followed by both the political system and the city’s people.

The Hoa Lien Water Plant has its assets received by the Urban Infrastructure Management Centre under the municipal Department of Construction to manage and operate the plant.

The Software Park No. 2 project with Phase 1 investment capital of more than VND1,000 billion, the city will also set up a management unit in the near future, bringing public investment resources to promote asset value and investment attraction, creating new motivation for the city’s growth.
