Meeting business needs

The ZSTAR Company Limited based in Hoa Minh Ward, Lien Chieu District is operating in the field of mechanics, aluminum and glass on an area of 100m2. The company needs about 1,500m2 of space to expand production.

“Small-sized businesses like us do not have enough financial sources to rent large premises, so the company really needs support in renting premises at reasonable prices. Currently, the company is located in a residential area, so we are not able to work overtime on weekends despite a large number of orders. Therefore, the company hoped that the Cam Le Industrial Cluster as well as other industrial parks will soon come into operation and announce the conditions so that businesses can prepare appropriately", Mr. Ho Tuan Dung, the business owner, said.

Mr. Phan Canh Tan, Director of the Phan Le Production and Trading Company Limited, said the company is operating in the mechanical field. The company's wish is to have a factory of about 2,000m2 in the industrial park so as not to affect people's daily lives.

Recently, the company has completed the procedures to produce in its 2,500m2 factory area in the Lien Chieu Industrial Park, but encountered some difficulties from the requirements of the industrial park investor. Therefore, putting Cam Le Industrial Cluster into operation is very necessary for small and medium-sized enterprises to stabilise production.

Similarly, the Tai Printing and Equipment Company Limited located in Hoa Quy Ward, Ngu Hanh Son District, needs about 3,000m2 of space to expand production.

Currently, the business has nearly 30 employees working on an area of 400m2. Although it does not cause noise or air pollution, the infrastructure conditions are not consistent due to its operation position in a residential area. At the same time, issues of waste treatment, power sources and fire safety have not been completely guaranteed.

Company Director Tran Van Tai said that the company's orders are stable and maintained all year round to serve households, industrial parks, and tourism companies.

In 2023, the company earned over VND10billion in revenue, so it needs space to improve operating efficiency. Besides, if the premises are arranged in an industrial cluster in the city, the company will spend about VND2 billion on buying machinery and equipment.

Speeding up the mining process

According to data released by the municipal Department of Industry and Trade, around 900 industrial and handicraft production establishments and businesses in residential areas have a land area need of 198.7ha.

Of these, the number of manufacturing facilities and polluted businesses that need to be relocated to industrial zones and clusters accounts for 68%.

The number of businesses and production facilities in need of relocation is concentrated mainly in Cam Le District with 217 and Lien Chieu District with 378.

The production and business of industrial production establishments that are subject to relocation are currently facing many difficulties. There are many production establishments operating moderately, precariously, closing or changing industries. This shows that businesses and production facilities have great expectations for industrial clusters to come into operation soon.

Work began on the VND250 billion, 29.09ha Cam Le Industrial Cluster in June 2019. The project is divided into two investment phases. The construction items have been basically completed in June 2023. The project management unit has conducted technical acceptance of all items and submitted the completed acceptance documents in late July 2023.

Mr. Nguyen Quang Vinh, Chairman of Cam Le District People's Committee, said that the infrastructure development of the Cam Le Industrial Cluster has been completed, eligible for businesses to receive premises to build production factories. To date, the road leading to the industrial cluster has been already built. The installation of the sewers located in residential group No.5 in Hoa Tho Tay Ward acrossing the Cau Do - Tuy Loan route has been made.

“We are only waiting for the municipal Department of Industry and Trade to develop criteria and conditions to select suitable and develop a land lease plan” he added.

According to a representative of the municipal Department of Industry and Trade, the department has submitted to the People's Committee a plan for management, operation and exploitation of the Cam Le Industrial Cluster and a draft decision to issue a set of criteria for selecting production and business investment organisations.

With regard to the management and development of industrial clusters in the city, the Department of Industry and Trade has advised the People's Committee to promulgate regulations on industrial cluster management. One of the department's key tasks in 2024 is to gradually arrange production facilities in residential areas in industrial clusters in order to stabilise production.
