After the Government-issued Decree No. 09/2024/ND-CP on amending and supplementing a number of articles of Decree No. 144/2016/ND-CP, relevant agencies have been making efforts to soon put one out of the three buildings of the project into use in 2024.

Work started on the Software Park No. 2 project in October 2020. The project features a 20-storey ICT office building; the 8-storey ICT1 office building; the 8-storey ICT2 office building. There are also systems of yard, internal traffic, green landscape and synchronous technical infrastructure.

Once completed, the project is expected to meet about 6,000 direct job positions involving information technology (IT) and digital technology products.

However, the city budget-invested project is a public property, and the regulations of the Laws on public infrastructure assets in the IT sector have not yet been issued by the Government. Notably, there are no regulations on the management, use and exploitation of information infrastructure in State budget-invested software parks. This is the main problem that has caused the Software Park No. 2 project to be partially built but not yet put into use.

From Da Nang's proposal, the Prime Minister agreed to remove obstacles for the Software Park No. 2 project.

In particular, the Prime Minister assigns the Ministry of Finance to preside and coordinate with the municipal authorities, the Ministry of Information and Communications, and relevant agencies to conduct research, amend and supplement a number of articles of Decree No. 144 stipulating a number of specific mechanisms on investment, finance, budget and management decentralisation for the city.

On February 1, 2024, the Government issued Decree No. 09 supplementing Article 9a on investment, management and exploitation of the Centralised IT Zone in the Da Nang Software Park.

Accordingly, the Centralised IT Zone in the local Software Park, invested by the municipal People's Committee according to the provisions of the law on the State budget and the law on investment, is an information infrastructure asset.

The municipal People's Council is allowed to consider and decide on investment, upgrading, expansion, and development of information infrastructure assets for the Centralised IT Park of the Da Nang Software Park.

The State management agency for the Centralised IT zone in the local Software Park is the municipal People's Committee. New content added to the decree focuses on the management and exploitation of the Centralised IT zone as principles of management and exploitation.

According to the Da Nang Department of Information and Communications, the issuance of the Decree No. 09 creates a specific and clear mechanism for determining assets formed after investment as common infrastructure assets; as well as provides detailed regulations on the management, use and exploitation of information infrastructure assets invested and managed by the State.

The Decree creates conditions for Da Nang to put into use and exploit the Software Park No. 2 project in order to support IT and communications businesses, remove obstacles in development space, develop innovation centres, and conduct research on digital transformation.

Deputy Director of the municipal Department of Information and Communications Le Son Phong said that Decree No. 09 assigned very specific tasks.

After the decree takes effect, the city focuses on two main tasks. Specifically, the Da Nang Management Board of Industrial and Civil Engineering Construction and Investment Projects strives to complete the Software Park No.2 project. Meanwhile, the Department of Information and Communications develops a project to exploit information infrastructure asset - the centralised IT zone in the Da Nang Software Park.

"Both of these tasks are carried out in parallel by the two units to soon complete and put the project into use and exploitation soon" said Mr. Le Son Phong.

Deputy Director of the Management Board Nguyen Hong Thanh shared “After the Government issued Decree No. 09, we started restarting the Software Park No. 2 project with the main items of investing and installing equipment and facilities.

In 2024, the city will complete necessary procedures to put the ICT1 building into operation first, then will continue to install equipment and facilities for the remaining ICT and ICT 2 buildings.
