Potential for ecotourism exploitation

The People's Committee of Lien Chieu District in Da Nang has just approved the project on exploiting ecotourism services on forestry and agricultural land in the district. The project will be implemented in wards of Hoa Khanh Nam, Hoa Khanh Bac and Hoa Hiep Bac. Its aim is to effectively tap agricultural and forestry land in a bid to develop local economy and social security in the locality.

Previously, based on Resolution No. 10-NQ/TU dated June 20, 2022 of the municipal Party Committee’s Standing Board on building and developing Lien Chieu District until 2030 and the following years, Lien Chieu District and relevant departments and agencies, based on current regulations, are asked to propose competent authorities to approve the pilot project on developing forest garden economy combined with ecotourism to exploit tourism services at coastal alluvial land locations.

Mr. Tran Cong Nguyen, Vice Chairman of the Lien Chieu District People's Committee, said that on December 22, 2023, the district-level authorities asked for approval from the city for the project "Pilot development of forest garden economy in combination with environmentally friendly eco-tourism to exploit tourism services at coastal and riverside alluvial land locations and form high-quality tourism services in the Hai Van forest area and along the hillside and riverside routes in Lien Chieu District".

Based on the opinions of relevant units, the district People's Committee finalised the project content in accordance with current regulations, ensuring consistency in State management of land and construction to promote potential and develop the economy, while solving jobs and creating income for people.

According to Mr. Nguyen, with this project, the district strives to have 3-5 entities register to implement the model each year, of which at least 2 models are approved for implementation. Exploitation ensures unity and synchronisation in State management of land and construction in the area. Periodical inspection, monitoring and evaluation will be carried out.

The most highlight of the project is to fully tap the potential of the Hai Van forest area, ecotourism and community-based tourism associated with traditional culture.

Notably, experiential tours to explore Hai Van Forest, row on Cu De River or visit high-tech agricultural farms promise to attract a large number of domestic and foreign tourists.

In particular, new tourism products such as overnight camping, mountain climbing combined with outdoor sports, and making local specialties, will contribute to increasing the attractiveness of the local tourism industry.

Located in the northwest of the city, Lien Chieu District boasts great potential for developing sports, entertainment and recreation services associated with ecotourism and community-based tourism. Specifically, the district has great potential for ecotourism development along the river and under the forest canopy.

With this project, the district allows people to exploit ecotourism types including green tourism; camping tourism; picnic tourism; mountain climbing; food and beverage services; and shopping, sports, entertainment, and health care services.

Accordingly, organisations, businesses, and individuals who need to exploit services, ecotourism on agricultural and forestry land, should send a request document with a land use plan, a granted certificate or one of the types of documents specified in Article 137, Land Law 2024 to the municipal Department of Natural Resources and Environment. The time for appraisal and approval of the combined land use plan shall not exceed 15 days from the date of receipt of a complete and valid dossier.

Meanwhile, households, individuals, residential communities or individual households associated into groups of households, cooperatives wishing to implement a sustainable forest management plan, should submit a request, plan, and related maps to the division for receiving dossiers and returning the results of administrative procedures at the office of Lien Chieu District People's Committee.

According to leaders of Lien Chieu District, the project contributes to not only creating a driving force for local economic development but also raising public awareness of natural resource conservation and sustainable exploitation.

With this direction, in the coming time, the district will continue to have a plan to complete internal traffic routes connecting destinations, as well as improve infrastructure for tourism such as parking lots, toilets, lighting systems, and environmentally friendly signs.

At the same time, heed will be on implementing training programmes on enhancing skills for the development of community-based tourism among people, helping them understand their role in economic development in parallel with environmental protection.
