Da Nang on way to mobilise resources to concretise specific mechanisms and policies for further development

Da Nang is mobilising resources and coordinating with central ministries and branches to resolutely implement specific mechanisms and policies according to Resolution No. 136/2024/QH15 of the National Assembly on the organisation of urban government and piloting a number of mechanisms and policies for its development to create momentum for the city to develop rapidly.

Resolutely implementing many tasks

Director of the municipal Department of Natural Resources and Environment Pham Nam Son said that in Resolution No. 136/2024/QH15, there are 9 contents related to the field of land and environmental protection, which the Department of Natural Resources and Environment presides over or coordinates with departments, branches, branches, and units advising the city to implement.

Accordingly, the Department will prioritise resources to implement the resolution, especially preparing resources (land, minerals, etc.) and procedures in conjunction with infrastructure investment in line with key programmes and projects, and the city's driving force.

"The organisation and implementation of Resolution No. 136/2024/QH15 is a great opportunity for the natural resources and environment sector to contribute to the city's construction and development. The sector will strive to achieve the goals and tasks assigned by the city, contributing to the city's construction process," Mr. Pham Nam Son emphasized.

Deputy Director of the Department of Planning and Investment Le Thanh Tung said that Resolution No. 136/2024/QH15 with many new, unique, and outstanding mechanisms and policies will create driving forces to attract investment and develop faster and more sustainably. The city is coordinating with central ministries and branches and receiving support from ministries and branches to concretize these mechanisms and policies in order to soon put them into practice, especially building a legal framework and regulations for the operation of the Da Nang Free Trade Zone.

According to the Department of Planning and Investment, the municipal People's Committee has recently coordinated with the Ministry of Construction to advise and submit to the Prime Minister for the issuance of Decision No. 23/2024/QD-TTg dated December 10, 2024, regulating the pilot decentralisation of authority and procedures for approving local adjustments to urban and construction planning of functional areas approved by the Prime Minister in the city.

At its session in late 2024, the People's Council of Da Nang passed 12 resolutions (of which 10 resolutions are legal documents) to specify the contents of implementing Resolution No. 136/2024/QH15 in the fields of innovative startups, new technology solutions, science and technology infrastructure, semiconductors and artificial intelligence, public investment, land, and construction permits with a term.

The project to establish Da Nang Free Trade Zone and the adjustment and supplementation of the state management function of the Authority of Da Nang High-Tech Park and Industrial Parks for Da Nang Free Trade Zones is also being consulted by central ministries and branches.

The city has called for domestic and foreign investors with potential to study investment opportunities in the city such as the Adani Group of India, the Sumitomo Group of Japan, and the Maersk Group and APM Terminals Group of Denmark, along with the world's leading semiconductor design enterprises such as Synopsys, Marvell, NVIDIA, Qualcom, Intel, Foxlink and other large domestic corporations.

Additionally, the city has worked with institutes and schools to train semiconductor human resources, and coordinated with NVIDIA Group to deploy the DLI Ambassador certification training programme to universities in the city.

Regarding infrastructure development, the city put the Software Park project No. 2 at the phase 1 into operation in January 2025. The Park is expected to attract large corporations such as Marvel, FPT, Ubisoft and Sovitco.

The city is also organizing research to propose a Fab-Lab project model in the field of packaging and testing microchips.

To continue implementing Resolution No. 136/2024/QH15, the municipal People's Council will issue additional resolutions within its authority in the first quarter of 2025. Priority will be given to completing the project and documents to submit to the Prime Minister for approval of the decision to establish the Da Nang Free Trade Zone, and for consideration and issuance of a decision approving the investment policy for the Lien Chieu Port project.

Importance will be attached to enhancing the investment and business environment and promoting the attraction of strategic investors to the city.

Attracting strategic investors

The city will issue a list of priority projects to attract investors in the fields of semiconductor technology and innovation, and high-tech transfer in the fields of information technology and artificial intelligence (AI).

Focus will be on the development of infrastructure of functional areas in the Da Nang Free Trade Zone, inland waterway tourism, and wharves in Lien Chieu Seaport.

Director of the Da Nang Investment Promotion and Support Board Huynh Lien Phuong said that the city is finalising a draft list of priority projects to attract strategic investors to Da Nang.

In addition to a number of outstanding tax incentives, preferential regimes on customs and tax procedures, strategic investors will enjoy a number of preferential policies on land.

According to Mr. Pham Nam Son, strategic investors implementing projects in the fields of AI, semiconductor, and semiconductor integrated circuit industries in Da Nang are leased land by the state without going through auctions of land use rights, and bidding to select investors.

In particular, land acquisition for the construction of items and works to form the Da Nang Free Trade Zone and logistics centre is carried out in accordance with the provisions of Article 79 of the 2024 Land Law. These are completely new policies in Viet Nam and will help the abovementioned items and works to soon have land to deploy and attract investors to the city, contributing to the realization of the Central Government's policies and orientations on the development of the city.
