Da Nang promotes digital payments

2024 saw remarkable progress in popularising cashless payments in Da Nang. QR codes have become a powerful tool for people and authorities to conduct online transactions.

According to Plan No. 229/KH-UBND dated November 14, 2024 of the Da Nang People’s Committee on implementing digital transformation tasks in the city in 2025, up to now, the rate of cashless payment transactions in the whole city has grown significantly, with more than 260,000 people using bank accounts and e-wallets to conduct daily transactions; the rate of successful transactions through electronic payment channels reached 99.9%.

The rate of cashless payments for monthly pensions and social insurance benefits reached 57.5%; one-time social insurance 99.16%; unemployment benefits 100%; maternity and health care costs 99.98%. To achieve this, the city has previously implemented the creation and registration of bank accounts for 100% of people and households with clear addresses.

The Da Nang government has implemented many new policies and models to encourage the use of cashless payments, including a programme to support costs for people and businesses when using electronic payment services; building smart streets, markets, parking lots. Cashless payments are becoming more and more popular, bringing convenience to people in payment.

At the Con market, many stalls have QR codes to support customers in cashless payments, especially when many older and small-scale traders also participate in this new payment method.

Ms. Tran Thi Lan, a merchant specializing in selling votive offerings at the Con Market, said that although she is over 70 years old, she still asked her children and grandchildren to help her register a bank account and an e-wallet so that customers can easily pay. She was supported by VnPay with a smart speaker notifying payment completion by customers.

In order to achieve the goal of turning Da Nang into a smart and modern city, it is necessary to promote the strength of businesses providing online payment solutions. Accordingly, the Military Industry - Telecoms Group (Viettel) is closely coordinating and cooperating with the city in implementing solutions on digital transformation and cashless payments in many fields.

According to Mr. Huynh Ngoc Thuong, the Director of Viettel Da Nang, by the end of 2024, Viettel has established 75 digital routes and added 6,616 payment acceptance points using Viettel Money QR code scanning.

In addition to supporting the installation of payment QR codes, Viettel has coordinated with the community digital technology team in the total seven districts in the city to set up free wifi at business and service establishments and create Viettel Money e-wallet service accounts for people to handle payments, daily transactions or on online public services without any additional costs, in a quickly, convenient manner, and securing customer information.

With regard to digital transformation cooperation, Viettel has implemented many communication and education programmes to raise people’s awareness of the benefits of cashless payments such as organising seminars, talks and online events.

According to the representative of the Viet Nam Payment Solution JSC (VNPAY), the number of points of sale using payment services and QR codes in Da Nang by the end of 2024 was nearly 30,000.

The number of users of VnPay e-wallet service in 2024 increased by more than 100% compared to 2023.

In the implementation coordination, the enterprise has supported the establishment of payment QR codes and given free announcement speakers on almost all main roads in the city such as Dong Da, Hai Phong, Quang Trung, Tran Cao Van and Nguyen Huu Tho.

VnPay is also supporting wards in Hai Chau District to communicate and set up payment points at the Area of Receiving and Returning Results of Administrative Procedures.

The success in implementing non-cash payments in Da Nang in 2024 is the result of effective coordination between the government, banks and technology enterprises.

These results not only improve the quality of public services but also create a favourable business environment, contributing to the sustainable development of the city.

The efforts of the municipal government, along with the strong support of technology organisations and businesses, have affirmed the importance of digital transformation in the modern development trend.
