In 2024, Da Nang demonstrated its pioneering role in digital transformation by promoting many pillars of digital transformation, and at the same time, putting digital applications into use, contributing to the city’s socio-economic development.

Promoting 3 digital pillars

With regard to digital government, the city focuses on three solutions: promoting online public services; implementing the construction, management, and use of a shared data warehouse, a digital results warehouse for administrative procedures; connecting, operating, and exploiting the national database on population.

Accordingly, the city implemented policies to encourage and promote businesses and local people to use online public services such as reducing online file processing time; reducing fees and charges; supporting smartphones for poor households.

At the same time, the city provided many utilities in handling administrative procedures such as notifying the status of online public service records via Zalo and attaching QR codes to administrative procedure results. As a result, the satisfaction rate of people and businesses when performing administrative procedures reached 99.9%.

When it comes to the digital economy, revenue from information and communication activities reached VND 18,486 billion in 2024, an increase of 8.9% compared to 2023. Software export turnover hit US$159 million, up by 7.6% compared to 2023. The city currently has about 2.3 digital technology enterprises/1,000 people (ranked 2nd in Viet Nam, the national average is 0.7 digital technology enterprises/1,000 people).

The total information technology workforce is about 53,000 people, accounting for 8.5% of the city's total workforce (national average 3.7%). Digital transformation is being deployed in many economic sectors: tourism (VR360 virtual reality platform), commerce (livestream online sales), industry (smart factories) and hi-tech agriculture.

With a regard to digital society, 100% of the health insurance examination and treatment facilities in the city have implemented medical examination and treatment using chip-embedded citizen identification cards, with an average of nearly 250,000 successful searches of health insurance card information using citizen identification cards to serve health insurance examination and treatment procedures.

The national insurance database system has verified information of more than 1.085 million people in the city and connected to the national population database. Currently, each person has an average of 2 social accounts, with an ID code linked to their personal health records.

The number of active transaction accounts at banks or other licensed organisations of people aged 15 and over is more than 3.46 million accounts - 5.4 times the number of people aged 15 and over (645,550 people).

Human resource development, digital awareness raising

On October 18, 2024, the Da Nang People's Committee issued Decision No. 2242/QD-UBND on the digital competency framework for citizens in the city. Accordingly, the digital competency framework for citizens in the city comprises of 5 areas: information and data; communication and collaboration; digital content creation; protection and safety; digital environment, with details of 17 component digital competencies and 173 assessment criteria.

Da Nang is also the first locality in Viet Nam to issue a digital capacity framework for citizens, contributing to the formation of ‘digital citizens’, promoting the development of productive forces, perfecting production relations and creating new motivation for the city.

According to Mr. Tran Ngoc Thach, the Deputy Director of the  Da Nang Department of Information and Communications, the digital capacity framework for citizens helps improve digital capacity, ensure their ability to participate, create or use products, especially helping local agencies build and implement policies and solutions to support the development of digital capacity for citizens.

This is one of the solutions to promote digital human resources according to Plan No. 193/KH-UBND dated November 7, 2022 on developing IT human resources to serve digital transformation in Da Nang by 2025.

Identifying digital awareness as an important solution for increasingly effective digital transformation, the city will continues to implement solutions to improve the operational efficiency of the Community Digital Technology Team and Project 06 (developing applications of data on population, identification and electronic authentication to serve national digital transformation in the 2022 - 2025 period, with a vision towards 2030).

Specifically, the municipal People's Council issued Resolution No. 36/2024/NQ-HDND dated July 30, 2024 stipulating policies to support the operations of the Community Digital Technology Team and Project 06 in the city with a support level of VND 3 million /team/year, thereby serving the publicity work, guiding local residents and businesses to implement the city’s digital transformation targets and tasks.

Currently, the city has 2,531 groups with a total of 15,862 members in 100% of wards and communes and is the core force to guide people on basic skills such as accessing and using the internet, with instructions on installing and using the city's shared platforms such as Da Nang Smart City application, Online Public Service Portal, digital utilities; online payment and e-commerce, information security and protection of personal information on the internet.
