The Da Nang People's Committee has just issued Decision No. 257/QD-UBND dated January 21, 2025 on the project to develop the semiconductor and AI (AI) industries in the city.

Accordingly, the perspective of building the project is to develop the semiconductor and AI industries in conjunction with the development of the electronics industry, digital transformation and the building of a smart city.

Da Nang identifies three breakthrough directions to develop the semiconductor and AI industries: infrastructure, policy and human resources. The city also sets a development roadmap in 2 phases.

During the 2024-2027 period, the city focuses on training human resources, associated with attracting foreign investment in the field of semiconductor microchip design and AI; as well as supporting research, technology development, innovation for training institutions, startups, small and micro-sized enterprises.

Between 2027 and 2030, the city will prioritise the development of domestic enterprises, startups along with attracting investment in the field of semiconductor design, and promote investment attraction in the field of packaging and testing.

Da Nang's digital economy is expected to contribute at least 35-40% of the city's GRDP, and attract at least 5,000 high-quality human resources in the field of semiconductor by 2030.

In particular, there will be at least 2,000 design personnel and 3,000 testing and packaging personnel to provide priority human resources for Da Nang and other localities nationwide and some international markets that cooperate with Da Nang.

The city also strives to increase at least 30 enterprises operating in semiconductor design and design services, attract at least 1-2 packaging and testing enterprises, and have at least 5 semiconductor startups incubated.

For the field of AI, the city sets targets of attracting at least 3,000 high-quality human resources, developing 20 AI products made by Da Nang enterprises, and having at least 5 startups in the AI field incubated.

The project also sets out 5 groups of solutions to achieve the abovementioned goals. Included are developing human resources through training, fostering, and talent attraction policies; developing infrastructure through policy development, high-speed transmission infrastructure and wireless infrastructure, and promoting digital transformation and industrial digitalization; developing the semiconductor microchip and AI business ecosystem through policy development to promote business development; boosting research and development, innovation, towards mastering technology through implementing a policy of controlled testing with a limited time for new technologies, products, services, and business models; and promoting communication about the city's potential and advantages in the fields of semiconductor and AI.

The Working Group implementing the project proposes to the Chairman of the municipal People's Committee to handle new, important, inter-sectoral issues that have not been regulated or overlap and are complicated.

The municipal Department of Information and Communications is the standing agency of the Working Group implementing the project. It will coordinate with departments, branches, sectors, and localities to develop detailed action plans each year to implement the project.
