Increasing efficiency of management and investment in Da Nang IPs
Da Nang is developing three new industrial parks (IPs) including Hoa Ninh IP, Hoa Cam IP Phase 2 and Hoa Nhon IP with a total area of about 700 hectares, thereby increasing the land fund for investment attraction. Aside from expansion, the adjustment and rearrangement of existing IPs are also being carried out to enhance land use efficiency.

Investment policy for Hoa Ninh IP approved
On December 31, 2024, the Prime Minister issued Decision No. 1693/QD-TTg on approving investment policy for the infrastructure development project for the Hoa Ninh IP.
Covering an area of over 400 hectares, the project aims to develop construction and business infrastructure of the industrial park.
The Prime Minister assigns the municipal People's Committee to direct the Authority of the Da Nang High-Tech Park and Industrial Parks to coordinate with relevant agencies to determine the total investment of the project, ensuring compliance with the land use scale of the project and the provisions of the law on construction.
The project's operation period is 50 years from the date of land lease by the State.
The project will be implemented in Hoa Ninh Commune, Hoa Vang District, Da Nang within 42 months from the date of land handover by the State.
All incentives, investment support and applicable conditions will be implemented in accordance with current law provisions.
Mr. Nguyen Cong Tien, Deputy Head of the Authority of the Da Nang High-Tech Park and Industrial Zones, said that according to the plan, the city will carry out procedures to select investors for the Hoa Ninh IP technical infrastructure construction project in the first months of 2025.
As for the Hoa Cam IP Phase 2 (about 120ha), the city has implemented open bidding and is expected to complete investor selection procedures in the first quarter of 2025.
With regard to the Hoa Nhon IP, the Authority of Da Nang Priority Infrastructure Investment Projects is implementing planning work and the selection of investors.
Basically, in 2025, decisions related to investor selection for 3 new industrial parks will be completed.
According to Decision No. 1321/QD-UBND dated June 22, 2023 of the Da Nang People's Committee on approving the project to study and call on large investors to invest in the new IPs, the city has 9 IPs defined, of which 7 IPs are listed in the planning of developing IPs in Viet Nam, an IP is partially converted (Da Nang Aquatic Services Industrial Park) and an IP is converted outside the planning of industrial parks in Da Nang in the coming period (Da Nang Industrial Park).
During the 2022-2025 period, with a vision to 2030, the city will add a new IP to the planning. For the 2020-2030 period, the city will consider forming a priority list to attract investment in new IPs compatible with the structure of concentrated industrial infrastructure in neighbouring areas such as the Hoa Nhon IP - Hoa Cam IP phase 1 - Hoa Cam IP phase 2 cluster or Hoa Ninh IP - Hi-tech Park - Concentrated Information Technology Park - Hoa Lien IP cluster to form linked clusters or satellite IPs to attract businesses in the value chain to operate as a complete production chain.

Adjustments to increase land use efficiency
Da Nang's industrial infrastructure currently covers 2,325 hectares, including High-Tech Park, Concentrated Information Technology Park, and Hoa Khanh, Hoa Cam, expanded Hoa Khanh, Lien Chieu, Da Nang and Da Nang Aquatic Services IPs.
The existing IPs are basically complete, meeting the requirements of investors with an occupancy rate of 87.89% (of which the Hoa Khanh, expanded Hoa Khanh and Da Nang IPs are 100% occupied).
The High-Tech Park has basically completed the investment and construction of 3 phases, with an occupancy rate of nearly 50%, including production area 62.89%; logistics, logistics and high-tech services area 61.93%; research, development, training and business incubation area 5.5%.
Mr. Vu Quang Hung, Head of the Authority of the High-Tech Park and Industrial Zones of Da Nang, said that the unit will continue to review the planning of Hoa Khanh Industrial Park and the High-Tech Park to propose adjustments in accordance with current practices and laws for improving land use efficiency.
Efforts will also be made to review the technical infrastructure of the High-Tech Park, the Concentrated Information Technology Park and the Industrial Parks to ensure safety to limit damage and deterioration during the rainy and stormy season, he added.
The Authority will continue to request infrastructure companies to implement the regulations on procedures for making adjustments to the detailed planning of existing industrial parks to increase land use efficiency, and meet the needs of management, development and investment attraction, Mr. Hung noted.
13 newly-granted projects in Da Nang High-Tech Park and Industrial Zones in 2024 From January 1 - December 15, 2024, the Authority of the High-Tech Park and Industrial Zones of Da Nang granted investment licenses to 13 new projects. 10 of them were domestic projects with registered investment capital of VND 3,191.6 billion, whilst the remaining 3 were FDI projects with registered investment capital of US$ 188.5 million. The Authority adjusted the increase or decrease of investment capital for 64 projects (24 adjustments of domestic projects and 40 adjustments of foreign projects); as well as terminated or revoked 8 projects. |
