Da Nang enhances quality of human resources in science and technology

In the context of the 4th industrial revolution and the development requirements of Da Nang when entering a new era, the use of intellectual human resources in science and technology is extremely important. This is also the core content mentioned in Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

Focus on developing high-quality human resources

According to the Da Nang Department of Science and Technology, the city currently has 12 universities, institutes and training faculties under the University of Da Nang (UD), along with research institutes, training facilities, and training cooperation with universities outside the city.

Of these, the UD has the largest intellectual team with more than 2,566 officials and civil servants (142 professors and associate professors, 792 PhDs, 1,074 masters).The proportion of lecturers with a doctorate degree or higher accounts for more than 48.24% (compared to the national average of about 33%).

Next is the private Duy Tan University with more than 1,000 staff and employees, including more than 50 professors and associate professors, 170 PhDs and 470 masters. Most of the teaching staff of the universities have studied and researched at prestigious universities in the world, have the mindset, skills and capacity to work in an international environment.

The number of cadres, civil servants and public employees in Da Nang with a university degree or higher accounts for nearly 80% (more than 60 PhDs and more than 2,400 masters).

The staff in the 4 high-tech industries has recently received attention from leaders at all levels for training, especially in the two fields of information technology and biotechnology, most of whom are young staff.

At the same time, the intellectual force is also widely distributed in enterprises (more than 143,000 people). In addition, experts who are Vietnamese intellectuals abroad are cooperating with agencies and units in Da Nang.

In addition, the Da Nang Union of Science and Technology Associations has 32 member associations with nearly 160,000 members participating in consulting, criticism and social appraisal activities.

According to Mr. Le Duc Vien, the Director of the Da Nang Department of Science and Technology, the city regularly reviews, supplements and perfects mechanisms and policies, creates an open legal corridor to promote the potential and creative thinking of the intellectual team and encourages the intellectual team to participate in the cause of developing the city.

Da Nang also invests in infrastructure, renovates headquarters, equipment, and improves capacity to serve the State management of science and technology such as establishing and investing in the Centre for Biotechnology, the Centre for Supporting Innovative Startups...

The city is promoting the establishment of the National Centre for Supporting Innovative Startups in Da Nang, creating a favourable working environment and planning a reasonable team of highly qualified staff, meeting the needs of management and implementation of scientific and technological tasks in the new period.

Focus on nurturing and training human resources

As the leading university of science and technology in the Central Viet Nam -Central Highlands regions, the University of Science and Technology under the UD has been implementing many solutions to ensure the scale and quality of training high-quality human resources in the field of science and technology.

Assoc. Prof. Dr. Nguyen Huu Hieu, the Rector of the University of Science and Technology, said that the university has a rate of lecturers with a doctorate degree or higher of 67.43%, the highest in the UD.
With regard to training, the university opens training majors and specialties in line with the country’s development orientation such as the major of Microcircuit Design (Electronic Engineering) in 2024 and plans to open more majors of Energy Management (Thermal Engineering), Railway - Metro Construction (Transportation Engineering) in 2025. In particular, the university focuses on developing interdisciplinary STEM human resources to meet the human resource needs in the current era of the 4th industrial revolution.

“Resolution No. 57-NQ/TW will positively impact the creativity and potential of lecturers and scientists at higher education institutions through many aspects. Specifically, the resolution helps promote investment and flexible financial mechanisms with universities accessing more abundant funding for innovative projects and reducing administrative barriers in topic management, creating conditions for lecturers to proactively propose ideas and implement research.

In training and human resource development, the resolution helps promote postgraduate training, foster interdisciplinary research skills, digital technology and creative startups, encourage Vietnamese scientists abroad and international experts to participate in teaching and research.

In addition, the resolution also encourages innovation through incentive mechanisms and building a culture of innovation and at the same time expands multilateral cooperation in university-enterprise linkages and international integration, thereby, lecturers and scientists have better conditions to innovate and contribute to the development of national science and innovation.”, Assoc. Prof. Dr. Nguyen Huu Hieu commented.

Meanwhile, the Songhan Incubator (SHi) has been a pioneer in creating and contributing to the formation of a dynamic and quality innovative startup ecosystem in Da Nang and the central region over the past eight years. To date, the centre has incubated more than 70 startup projects and advised and consulted dozens of businesses.

SHi has also implemented many activities to promote the startup ecosystem such as cooperating with components of the startup ecosystem (government, universities and startup support organisations) to organise startup activities, supporting universities, organizing acceleration activities and advising startup projects...

Mr. Ly Dinh Quan, the General Director of SHi, said that leading businesses and startups to build strategies and plans must be suitable to the market, build operating systems and create new products, new services and new business models. SHi will continue to offer comprehensive resources to businesses from accessing investment capital, support policies, specialized experts, market development partners, technology partners, personnel search and brand building.

“According to Action Programme No. 43-CTr/TU dated February 14, 2025 of the Da Nang Party Committee on implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, the city will build mechanisms and policies to attract, employ scientists, experts and talented people.

In addition, the city will organise, train, foster and improve the quality of civil servants, public employees, workers as well as high-quality human resources of the city related to science and technology, innovation and digital transformation.

The programme also assigned the UD and other universities in the city to develop training plans related to science and technology, innovation and digital transformation, focuses on some such important fields as semiconductors, artificial intelligence, blockchain technology and automation technology, thereby ensuring high-quality human resources, especially in fields where the city has potential and strengths for development in the coming time," said Mr. Le Duc Vien.
