Da Nang prioritises land funds for social housing development

Da Nang has been focusing on developing social housing to meet the housing needs of the people, especially the low-income labour group. With the goal of ensuring sustainable development and improving the quality of life, the municipal government prioritizes planning land funds for this type of housing.

Da Nang will allocate a significant area in suburban areas and land funds after site clearance to kick off potential social housing projects. New urban areas must also comply with regulations on land funds for social housing development.

According to Mr. Tran Van Hoang, the Deputy Director of the Da Nang Department of Construction, prioritising land funds for social housing not only helps people have a stable place to settle down but also contributes to promoting sustainable urban development.

Da Nang is implementing a series of social housing projects in Lien Chieu and Cam Le districts, thereby providing tens of thousands of low-cost apartments. These projects are invested in synchronous public utilities such as schools, parks, and shopping centres to improve the quality of life for people.

In 2024, the municipal administration decided to adjust the housing development plan for the 2021 - 2025 period, aiming to build at least 25 projects with 11,569 apartments covering a total of 890,142m2 of social housing floor space.

In 2025, Da Nang continues to call for investment sources into many social housing projects with a total scale of about 5,200 apartments, including areas such as converting the function of the western student dormitory, the Hoa Khanh industrial urban area and area B - south of Cam Le bridge.

The city also coordinated with the Viet Nam General Confederation of Labour to deploy the Trade Union Institution project with 700 apartments.

Supporting businesses, encouraging investment

According to the Da Nang Department of Planning and Investment, in addition to allocating more than VND3,500 billion in budget capital to invest in social housing for rent for groups of people with financial difficulties; people with revolutionary contributions, households in resettlement areas, cadres, civil servants, armed forces, poor households, students and industrial park workers, the city’s government also implements preferential policies for investors in a bid to increase the supply of social housing.

Specifically, real estate businesses participating in the development of this segment will enjoy incentives on taxes, credit and investment procedures. A typical example is the social housing apartment project in the  Hoa Khanh Industrial Park invested by Saigon Thuan Phuoc Green Real Estate Joint Stock Company with a total capital of VND1,000 billion. This project has been sponsored by the Da Nang Development Investment Fund with a preferential loan of VND18 billion with an interest rate of 6.5%/year for 4 years.

The Da Nang government also pledged to continue reviewing, expanding land funds and strictly controlling the progress and quality of social housing projects to ensure investment efficiency. In early 2025, the city announced a list of 5 land plots that will soon be auctioned for land use rights, with the aim of attracting businesses to invest in social housing.

Accordingly, the total area of the land plots is 3.64 hectares, located in 5 districts. In particular, land plot A2-4 on Ngu Hanh Son Street and the road leading to Tien Son Bridge, My An Ward, Ngu Hanh Son District has an area of 0.71 hectares.

The current land plot of the Hoa Minh apartment building in Thanh Khe Tay Ward, Thanh Khe District has an area of 0.82 hectares. Land plot A1-7 on Chu Huy Man Street, Nai Hien Dong Ward, Son Tra District, has an area of 0.48 hectares. In Cam Le District, there is 1.06 hectares of land in the residential area Nam Cam Le Bridge, Hoa Xuan Ward. Hai Chau District has 0.57ha of land in area 10 Trinh Cong Son, Hoa Cuong Nam Ward.

Shaping a sustainable housing market

Social housing is not just a simple housing issue but also closely related to the city’s social welfare and sustainable development. With the right orientation, Da Nang is gradually building a better living environment, helping workers, labourers and young households have the opportunity to own housing at reasonable prices.

Mr. Nguyen Huu Minh, a worker in Cam Le District said: “We hope these projects will be completed soon so that we can settle down and start a business right in the city”.

Mr. Nguyen Tuong Huy, the Deputy General Director of Saigon - Da Nang Investment Joint Stock Company, the investor of the social housing apartment project in Bau Tram Lakeside Green Urban Area, Hoa Hiep Nam Ward, Lien Chieu District, said that with the determination and synchronous participation of authorities at all levels, investors and people, Da Nang is gradually realizing the goal of becoming a livable city, where everyone has the opportunity to own a house that suits their financial capacity.

Actively promoting, calling for investment and allocating reasonable land funds for social housing not only helps Da Nang reduce housing pressure, but also contributes to ensuring social welfare and promoting sustainable urban development.

According to the Head of the Urban Board of the Da Nang People's Council Le Tung Lam, in addition to the land fund for building social housing in commercial housing projects, it is necessary to issue a policy to prioritize land funds managed by the city, especially large land funds in some areas near the city centre, resettlement areas invested with public investment capital to call for investment in social housing.

This is an urgent solution to soon deploy investment in social housing projects, meeting the social housing development targets according to the Da Nang Housing Development Programme for the 2021 - 2030 period and the project to invest in the construction of at least 1 million social housing apartments for low-income people and industrial park workers.

According to the Da Nang Department of Construction, after reviewing, the city has added land fund for social housing construction according to the Da Nang Housing Development Programme in the 2021 - 2030 period in the process of establishing 9 urban subdivision plans with a total expected land area of 178 hectares, of which 64.4 hectares are being implemented. The new plan until 2030 is 113.6 hectares to ensure land fund for social housing development in the 2021 - 2030 period and the next period.
