Investment appraisal and approval for 2 container terminals at Lien Chieu Port halted

The Da Nang Department of Planning and Investment announced on Saturday that the Ministry of Planning and Investment has issued a document halting the appraisal and approval of the investment policy for two container terminals at Lien Chieu Port.

The decision is intended to ensure that the development of Lien Chieu Port aligns with the city's policy of comprehensive, synchronized, and modern development, as well as of optimise effectiveness and maximise the advantages of the city’s geographical location and development potential.

The Da Nang People's Committee previously implemented the provisions of the law and called for investments in Lien Chieu Port. As a result, two investors submitted proposals for two container terminals which are among the eight planned terminals at the port. These proposals have been submitted to the Ministry of Planning and Investment for appraisal, and they will be forwarded to the Prime Minister for approval of the investment policy.

However, while the Ministry of Planning and Investment is evaluating the investment proposals from two investors, the Government has introduced a policy regarding investments in the Lien Chieu Port Project and has revised the investment solicitation plan of the municipal People's Committee. The Ministry of Planning and Investment noted that during the first meeting of the Steering Committee for implementing Resolution No. 136/2024/QH15 of the National Assembly on the organization of urban governance and piloting specific mechanisms and policies for the development of Da Nang, Prime Minister Pham Minh Chinh emphasised the need for a unified policy to attract comprehensive investment in the Lien Chieu Port. This approach aims to select strategic investors to ensure that the project is developed in a synchronised and modern manner that meets standards for a green port and an international transit port.

The Ministry of Planning and Investment clearly stated in its document "There is no reason to continue organising the appraisal of the investment project dossier for the two container terminals submitted by the investors at the Lien Chieu Port".
