Opportunity for Da Nang to become a center of science and technology
Da Nang Newspaper recently received a number of comments and suggestions from experts and managers about the expectation that Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation will be an important ‘compass’ for Da Nang to be able to break through and become the leading centre of innovation and digital transformation in Viet Nam.

Resolution No. 57-NQ/TW brings many opportunities and profound impacts in many fields to Da Nang.
First of all, the resolution creates a strong driving force for the comprehensive digital transformation process, helping Da Nang consolidate its leading position in building digital government, digital economy and digital society.
Da Nang is aiming to become the innovation centre of the Central Viet Nam -Central Highlands regions. With policies supporting research and development of new technologies, Da Nang has the opportunity to attract more high-tech enterprises, innovative startup projects and investors in the field of science and technology. In particular, Resolution No. 57-NQ/TW also has an important impact on the construction of the Free Trade Zone and the International Financial Centre in Da Nang, two key projects that the city is orienting to develop.
A strong foundation of science, technology and digital transformation will create the prerequisites for operating a modern financial centre, where transactions are carried out quickly, transparently and securely thanks to the application of artificial intelligence (AI), blockchain, and financial technology. At the same time, the Free Trade Zone with its specific mechanisms for e-commerce, smart logistics and digital supply chain management will help Da Nang become an attractive destination for international investors.
In addition, the resolution also focuses on developing high-quality human resources, which is of particular significance to Da Nang, one of the leading training centres in Viet Nam’s central region. Universities, including the Duy Tan University, will play an important role in training and providing highly qualified human resources.
Promoting training in high-tech fields will help the city meet the demand for high-quality human resources to serve both technology enterprises and large projects such as the Regional Financial Centre and the Free Trade Zone. Thus, Resolution No. 57-NQ/TW not only creates momentum for Da Nang to develop strongly in digital transformation and innovation, but also contributes significantly to realizing the city's strategic goals.
* Mr. Le Hoang Phuc, the Director of the Da Nang Semiconductor and Artificial Intelligence Centre for Research and Training (DSAC), the Authority of High-Tech Parks and Industrial Zones): Continue to implement activities to develop the field of semiconductor microchips and AI
In 2025, DSAC continues to carry out training and development in the field of semiconductor microchips and AI, specifically organising basic training courses in the country for microchip design lecturers who have not been trained in 2024 and advanced training courses on chip design, coordinating with strategic partner enterprises to launching training courses for students in the field of semiconductor microchips, organising AI training courses in cooperation with Microsoft Corporation, Intel, Nvidia…
With regard to international cooperation and investment attraction support, the DSAC has consulted on procedures to propose a list of strategic investors in the field of semiconductor microchips and AI: Marvell, Synopsys, FPT, Sovico, Qorvo. In the coming time, DSAC will approach and support other corporations such as Qualcomm, Nvidia MediaTek, Rennesas and other corporations in need.
At the same time, DSAC will support the organisation of semiconductor and AI events during the year such as the Artificial Intelligence and Semiconductors 2025 Conference (AISC 2025) in mid-March 2025, AI Summit Da Nang in May 2025, Da Nang Semiconductor Day on August 30, 2025.
DSAC will call for investment in building infrastructure to support research projects in the field of semiconductor and AI such as the High-performance computing centre, research rooms (labs) serving training, at the same time implementing resolutions regulating policies for the development of semiconductor and AI in the city.

Resolution No. 57/NQ-TW is expected to create breakthroughs in the scientific and technological development at enterprises across the city, and at the same time, it also provides great support for technology development as well as innovative startup activities. This is also a very important and central task of the city in the coming time.
In addition to Resolution No. 57/NQ-TW, the city is implementing resolutions of the municipal People’s Council on implementing Resolution No. 136/2024/QH15 of the National Assembly on the organisation of urban government and piloting a number of specific mechanisms and policies for the Da Nang development.
In particular, startup enterprises are very interested in resolutions such as controlled testing, support for innovative start-up projects and tax support, thereby helping the business community apply and implement them into practice.
Earlier this year, the centre launched campaigns to disseminate the resolutions to the business community, and provided specific guidance and recommended policies regarding procedures that could be applied immediately at businesses quickly and conveniently.
Through these specific publicity and guidance activities, startup businesses have a better understanding of the city’s mechanisms and policies, and know which resolutions are suitable for effective implementation. We hope that the implementation of Resolution No. 57/NQ-TW as well as Resolution No. 136/2024/QH15 will help Da Nang attract businesses, startup projects and become the centre of innovative start-up in the region.

One of the important points of Resolution No. 57-NQ/TW is to create an open mechanism for scientific research results to be applied to practice more effectively. The Resolution not only outlines a development roadmap but also a new way of thinking about the approach to science and technology in education.
For universities in Da Nang, Resolution No. 57-NQ/TW not only promotes creativity but also enhances the capacity of lecturers, contributing to building a dynamic, creative academic environment closely linked to practice. Accordingly, to meet the development requirements of the country, lecturers and scientists need to continue to proactively innovate teaching and training methods; actively participate in scientific research and technology transfer; develop personal capacity, expand cooperation and connection.
In particular, lecturers and scientists are not only researchers but also need to actively participate in the process of planning science and technology policies, proposing initiatives to promote the city’s innovation process. In addition, in addition to imparting knowledge onto students, lecturers must be the ones who inspire and lead students to participate in research and development of science and technology in a direction that is closely linked to social needs.

Identifying science, technology and innovation as the top important breakthrough, the main driving force for the city’s socio-economic development will promote the spirit of creativity in the scientific and business community and encourage scientists to boldly research and innovate.
Implementing Resolution No. 57-NQ/TW will also create a big push, creating a favourable environment for research, application of new technologies and promoting the development of the innovative startup ecosystem in Da Nang. At the same time, the resolution also helps the city attract high-quality human resources, especially in the fields of IT, AI, automation and other key technology industries.
With clear orientation, appropriate policies and consensus of the team of scientists, the city will take advantage of this opportunity to become the leading science and technology centre in Viet Nam. This not only contributes to improving the competitiveness of Da Nang but also makes an important contribution to the overall development of the whole country in the current era of the Fourth Industrial Revolution.
