His goal in injury time saved his team from a second loss in a row and silenced his critics.
Hosts Da Nang needed just five minutes to open the scoring through Patrick Edson, but were pegged back by Gabriel Davis five minutes later.
They went ahead 20 minutes after the interval when Junior Claudecir nodded home.
Coach Le Huynh Duc brought Chinh on, and was rewarded with a header from close range.
"We played on the counter-attack. We got our equaliser and went ahead. But we let them level the score in the last minute. It is a regret, but congrats to Da Nang because they did not give up," said coach Hoang Van Phuc of Quang Nam.
Coach Duc said his team should have won, but were unable to finish the match off.
Chinh said his goal would ease the pressure on him.
In the earlier match, former champions Song Lam Nghe An beat Becamex Binh Duong 2-1 to enter the top three.
Olaha Michael and Cao Xuan Thang netted for the hosts while Nguyen Anh Tai narrowed for the visitors.
With the win Song Lam Nghe An and top two HCM City and Ha Noi are undefeated teams after three matches.
Teams will have a one-month break as the U23 squad head for the Asian Championship qualifiers which will be aired live on VTC1 and VTC3 and broadcast on Radio Voice of Viet Nam.
