Da Nang people with their own identity speed up international integration
Conclusion No. 79-KL/TW of the Politburo on continuing to implement Resolution No. 43-NQ/TW of the Politburo (12th tenure) on building and developing Da Nang by 2030, with a vision towards 2045 is the foundation and solid driving force to create breakthroughs for the city to develop rapidly and sustainably in all fields, including culture. The city needs to promote the results achieved in the past time, increase investment in Da Nang culture and people, and create a strong and sustainable cultural force.

Focus on developing Da Nang people
According to Conclusion No. 79-KL/TW, Da Nang needs to build a cultural and civilised urban lifestyle, develop local people comprehensively, comply with the law, join international integration and have their own identity.
Particularly in the field of building a cultural and civilised urban lifestyle, from the city’s major humane policies, sectors and localities focus on publicity and education through many forms and have a profound impact on all classes of people such as obeying traffic regulations, raising awareness of protecting public property, protecting the environment, and behaving in a civilized manner in the workplace and in the community.
Mr. Le Ngoc Tuan, Hoa Xuan Ward, Cam Le District said: “Born and raised in Da Nang, everyone can clearly see the transformation of the city, from its appearance, economic development, and people’s lifestyle. In particular, one thing to be very proud of is that Da Nang people always strive to build a cultural and civilized urban lifestyle through many specific actions. We have formed and built the image of a civilized, affectionate city, with friendly, sincere, and hospitable people, so we must continue to foster those qualities and values, especially in the school environment because pupils and students are the future owners of the country, the core of the city’s future development”.
Sharing the same view, the Chairman of the Da Nang Union of Literature and Arts Associations Bui Van Tieng said that in order to develop generations of cultured Da Nang people, it is a must-do to start early from school. For schools to fulfill this mission well, the education and training sector needs to be prioritized for investment that is truly on par with the top national policy, first of all, training teachers, who can stand on the podium every day and become a shining example of culture for students to follow and thereby contribute to building school culture. Da Nang is a tourist city, with visitors coming from many different places, especially foreigners. This leads to cultural diversity, requiring generations of cultured Da Nang people to be culturally tolerant, ready to accept and even respect others, not discriminating against cultural differences.
In his respective, Mr. Bui Cong Minh, a retired official, said that urban civilisation and Da Nang people’s culture are endogenous strengths that need to be especially valued and promoted in the new development context of the city today. This requires the city to focus on building a community of residents with standard thoughts, ethics, and lifestyles, in accordance with traditional customs and practices, and an open style of communication on a national and international scale.
In addition, there must be large, reputable enterprises in the area that trade in unique cultural products, capable of widely promoting local cultural values both domestically and internationally. In addition, it is high time for the city to have a mechanism to attract and nurture a team of cultural talents and encourage artistes to create excellent literary and artistic works that resonate not only within the city, but also spread and be welcomed domestically and regionally.

Investing in culture on par with the economy
The 22nd Congress of the Da Nang Party Committee determined to invest in cultural and social development in sync with economic development, focus on building and comprehensively developing Da Nang people, create a foundation for sustainable development, heading toward a livable city.
So as to concretize this policy, many projects, plans, and programmes for industry development have been issued, typically projects on developing cultural institutions by 2025; preserving and promoting cultural heritage values for the 2016 - 2020 and 2021 - 2025 periods; developing the public library system for the 2016 - 2020 and 2021 - 2025 periods, with a vision toward 2030.
In particular, many important cultural works have been developed by the city such as the renovation and upgrade of the 42 Bach Dang facility into the Museum of Da Nang; coordinating with Thua Thien - Hue Province to complete the project to preserve, restore, and promote the value of Hai Van Gate relic site; deploying investment in the Cham Museum project (Facility No. 2) in Phong Le Village.
The work of preserving, restoring, and rehabilitating relics has received attention, and funding has been allocated on an increasingly large scale. In the 2021 – 2024 period, the city budget invested more than VND162.65 billion to restore 30 ranked relics, thereby creating conditions for the development of cultural activities at the grassroots level, as well as meeting the enjoyment needs of the people.
As life develops, cultural needs are increasingly enhanced. Therefore, it is necessary to continue to increase investment in culture for Da Nang to develop sustainably and create attraction for tourists near and far. According to People's Artist Huynh Hung, former Director of the Da Nang Department of Culture and Sports, investment sources poured into the construction of cultural and sports facilities and institutions across the city has been paid attention to and implemented quite systematically in recent times, meeting the diversified needs of the people.
In addition, another issue to effectively implement Conclusion No. 79-KL/TW is to continue promoting the achievements in building the brand of Asia’s leading event and festival city, typically maintaining the organisation of the Da Nang International Fireworks Festival, the IRONMAN sports tournament, and the Da Nang Asian Film Festival. These are all activities that require a huge amount of funding, so Da Nang needs to promote investment sources in the community to organise increasingly rich and high-quality events and festivals.
On the other hand, it is suggested that the city review the emulation titles in the field of building a cultural and civilised urban lifestyle, reduce formalities, and bring the movements more and more into real life, positively affecting the lifestyle of the people.
According to Director of the Da Nang Department of Culture and Sports Pham Tan Xu, efforts in increasing investment resources for culture, and building a cultural and civilized urban lifestyle in particular, in recent times have contributed to the simultaneous development of Da Nang culture and people.
On that journey, culture has both preserved traditional values, approached new cultural values, and built a unique identity for Da Nang people. City dwellers have joined hands with the municipal government -effectively to implement humane policies and maintain the Da Nang lifestyle. Thanks to this, the presence of Da Nang culture and lifestyle has become a bright spot in the city’s development journey.
The cultural sector will continue to make efforts and promote the achieved result, and at the same time actively advise the Da Nang People's Committee to concretize policies and guidelines on cultural development, especially effectively implementing Conclusion No. 79-KL/TW, towards the goal of sustainable cultural development, in sync with economic development.
