Community digital technology groups in Da Nang prove effective
Most recently, nearly 2,500 community digital technology groups with 13,000 members in total have been established across Da Nang, significantly contributing to bringing digital technology into every corner of the city to promote e-commerce and IT application in life.

Promoting role of community digital technology groups
After being selected by the city to pilot digital transformation in 2021, Phuoc My Ward, Son Tra District, has focused on building a model of digital government and digital citizenship, thereby benefiting local dwellers and businesses.
Currently, a total of 19 community digital technology groups with a total of 150 members have been established in 19 residential areas in the ward.
Mr. Nguyen Van Chung, the Deputy Head of the Publicity and Training Department of Son Tra District Party Committee, said that in order to effectively implement the digital transformation plan for administrative reform in 2021 and next years, the ward authorities have conducted surveys at the division for receiving dossiers and returning the results of administrative procedures, and such other divisions as culture and society, construction, environment, justice and civil status, in a bid to build an effective management software.
Moreover, the ward has surveyed basic information about average income/person or household, number of businesses, number of business households, number of households with computers, number of households with internet connection, names of key products bearing local brands, commune zalo groups connecting with households, neighborhood groups and organisations under wards, as the basis for accelerating digital transformation in administrative reform.
Vice Chairman of the Phuoc My Ward People's Committee Mai Xuan Linh remarked the locality identifies each youth union member, cadre, civil servant and public employee as an exemplary citizen in implementing digital transformation, and each residential group as a nucleus in implementing communication and guiding digital transformation.
Up to now, the locality has set up a ward-level digital transformation management group consisting of 8 members, with the Vice Chairman of the Phuoc My Ward People's Committee being the group leader. There are 43 community digital technology groups, each with 5 members.
Meanwhile, 36 community digital technology groups have been established in Tan Chinh Ward, Thanh Khe District.
Each group creates a Zalo account to exchange activities. All group members are also trained in digital transformation, with youth union members acting as the core to guide people to register for electronic citizen accounts and submit online documents as well as some electronic services.
The locality has also carried out a project to develop the application of data on population, identification and e-authentication for national digital transformation during the 2022-2025 period with a vision to 2030.

Digital transformation promoted in the whole society
Mr. Nguyen Thanh Tung, Secretary of the Son Tra District chapter of the municipal Youth Union, said that based on the guidance of the district authorities on deploying the community digital technology groups, the district-level Youth Union organisation has selected enthusiastic and skilled members for community digital technology groups.
Currently, 231 local Youth Union members are participating in digital technology groups in the district.
The role of the youth is to publicise and disseminate the guidelines and policies of the central and municipal governments on digital transformation and smart city building to households and residents across the district.
Importance is attached to improving residents’ digital skills, increasing access to digital technology, and making it easier for dwellers to introduce and promote local products and cultural features on the digital environment.
Deputy Director of the Department of Information and Communications Tran Ngoc Thach highlighted the vital role of community digital technology groups in boosting digital transformation in residential groups.
Especially, they are active in guiding residents to access the e-portals at all levels to look up necessary information, install and use digital technology platforms, make non-cash payments, and register and use Voso and Postmart e-commerce platforms to buy, sell, promote and introduce products.
