Da Nang - a bright spot in the country for digital transformation

After more than one year of implementing the Da Nang Party Committee-issued resolution regarding digital transformation until 2025, with orientation to 2030, the city has gained some positive results in digital transformation. Notably, Da Nang has topped the Digital Transformation Index (DTI) rankings at provincial and city levels in 2020 and 2021.

According to Deputy Director of the municipal Department of Information and Communications Tran Ngoc Thach, digital transformation has been identified by the city leaders as a new driving force and an opportunity to solve bottlenecks and create new breakthroughs in the city’s development.

After the municipal Party Committee issued Resolution No. 05 regarding to digital transformation and the municipal People's Committee issued the Digital Transformation Project and the annual action plan, each agency, unit and locality has issued a detailed plan for the 2021-2025 period and established a Steering Board for Digital Transformation Implementation.

Deputy Director Thach remarked under the project, Da Nang targets to be included the top 3 localities in the country in digital transformation and take lead in information security and e-commerce.

As a result, Da Nang secured its top position in the Digital Transformation Index (DTI) rankings in 2021 in three categories of digital government, digital economy and digital society, the Ministry of Information and Telecommunications announced at the third meeting of the National Committee on Digital Transformation on August 8. Da Nang has earned nationwide first place in DTI rankings for second time in a row.

Most interestingly, in 2021, Da Nang's score increased by 31.7% compared to that in 2020. After one year of implementing the resolution on digital transformation, Da Nang achieved a good score compared to the DTI Index using the digital transformation resolution for many years to come.

Additionally, according to a report released by the Information Security Department under the Ministry of Information and Communications, Da Nang was ranked A, leading in the information security ranking index in 2021.

Furthermore, according to the report of the Viet Nam E-commerce Association, in 2021, Da Nang was named among top 3 localities in e-commerce after Ho Chi Minh City and Ha Noi.

According to Mr. Thach, 100% of public services are now eligible to go online to level 4. Nearly 80% of online public services have online records, 1.7 times higher than the national average at 75% a year ago. 60% of the total number of administrative procedures is online applications, 1.3 times higher than the national average exceeding the year’s target set in the National Action Plan for 2022 on Digital Transformation by 50%.

Last year, the added value of the digital economy reached VND13,200 billion, and the digital economy accounted for nearly 13% of the city's GRDP. It is expected that by 2025, the digital economy will account for more than 20% of the city's GRDP.

Also by late 2021, the proportion of adults using smartphones in Da Nang was nearly 85%, and that of households with members having smartphones was 96%.

All households citywide had fiber optic broadband Internet connection, 46% of households had digital addresses, nearly 60% of residents knew skills in information technology and communications.

Till date, more than 240,000 local residents have had digital citizenship accounts, accounting for about 40% of the adult population. The city aims to raise the rate to 100% by 2025. The rate of digital technology businesses per 1,000 populations is 2.27.
