Da Nang strives to complete digital transformation plan 2022

The Da Nang People's Committee has issued a plan on implementing digital transformation tasks in 2022. The plan includes 20 targets on digital government, digital economy and digital society. Till date, the city has completed 7 out of the 20 targets and is striving to achieve the highest results for the remaining ones.

Speeding up digital transformation

Under its plan on implementing digital transformation tasks in 2022, Da Nang sets out 7 digital government targets, 5 digital economic targets and 8 digital social targets.

So far, the city has already completed 7 targets. Specifically, 100% of eligible public administrative services have gone online at level 4. The digital economy in 2021 contributed 12.57% of the city’s GRDP, exceeding the target of 12% at the end of 2022. 100% of enterprises use electronic invoices. Every adult basically has an electronic health record associated with a unique ID code. Each student has a unique ID code associated with the electronic school record. Over 90% of people aged 15 and over have transaction accounts at banks or other authorised organizations. Three data centres are built in the city.

As for the remaining 13 targets, the city eyes to the rate of online public services with records at 85%; online applications at 65%; online public career services at level 3 and 4 at 30%; the digitisation of dossiers and results of administrative procedures at 100%; reporting by State administrative agencies done online at 50% and State agencies providing open data at 50%.

Also, the proportion of information and communication technology industry will account for 8.7% of the city’s GRDP; e-commerce revenue will make up 10% of the city’s economy; the percentage of people aged 15 and over having smartphones will reach 100%; the coverage rate of 5G services will reach 20%; the rate of medical examination and treatment establishments implementing non-cash online hospital fee payment will be approximately 100%; the proportion of schools implementing cashless online tuition payment will reach 100%; and the percentage of digital workers in the workforce will reach 4.5%.

Among the abovementioned targets, the targets for the rates of online public services with records; online applications; share of ICT industry in GRDP; and the percentage of people aged 15 and over having smartphones are likely to reach the finish line on time.

Effective solutions identified

In order to well complete the city’s digital transformation plans in 2022, local government departments and agencies, plus district-level authorities, are strengthening digital transformation solutions.

Currently, almost all of government departments and agencies, and authorities at district, ward and commune levels, have developed and issued their own detailed plans for digital transformation for the 2021-2025 period.

In particular, the units are piloting the use of digital data in public services so that residents and businesses do not need to return some components of documents such as business registration, household registration, and land use right certificates.

Besides, the city has deploying an information reporting system and operating data, all connected to the government’s reporting information system, as well as updated and reported data on the city’s socio-economic indicators since 2019.

Additionally, the Da Nang Open Data Portal has now more than 600 sets of data in socio-economic fields for people and businesses to look up and exploit via apps, websites, SMS, and Zalo.

Apart from government departments and agencies, businesses are also actively coordinating with the city to boost the digital transformation.

Mr. Huynh Ngoc Thuong, Director of the Da Nang branch of the Military-run telecommunications company Viettel Group, remarked since late 2021, Viettel Group has launched 5G network services and has deployed eleven 5G broadcasting stations in the downtown areas. The group is deploying 41 more stations in Lien Chieu District, which is expected to be completed in 2022.

In addition, Viettel has operated 208 NB-IoT stations in 7 districts, and the group plans to build one more data centre in the Da Nang Centralised Information Technology Park.

At the same time, Viettel has been actively involved in consulting and implementing a number of big digital transformation projects such as smart tourism, smart healthcare, and 4.0 wet market.

In addition to Viettel, the FPT Corporation, and the municipal People's Committee, are preparing for the signing of digital transformation cooperation agreements with the Viet Nam Posts and Telecommunications Group (VNPT), and the Mobifone Telecommunications Corporation. These are the country’s leading enterprises in information and communication technology. The cooperation with such businesses will help Da Nang increase resources to develop digital transformation targets.

Mr. Tran Ngoc Thach, Deputy Director of the municipal Department of Information and Communications, said that in the coming time, the city will continue to perfect and upgrade digital platforms and infrastructure such as the city data center and shared data warehouse.

The Department is coordinating with government departments and agencies, plus district-level authorities, to review all programmes, plans, platforms, projects, and targets to complete and put them into use.

In addition, the focus will be on coordinating with associations, business associations, and vocational education institutions, to publicise digital transformation.

Furthermore, the switchboard and communication channels, guidance and support on digital transformation are still operating effectively to support residents and businesses. All are aimed at making digital transformation a new driving force, as well as creating a breakthrough for promoting the city’s development.
