Da Nang pioneers in digital transformation
Da Nang has led the Digital Transformation Index (DTI) rankings for the third time in a row from 2020 to 2022. This positive result has shown Da Nang government’s great efforts in drastically implementing the Party and Government's policy on digital transformation, especially on the three pillars of digital economy, digital society and digital government.
Da Nang’s DTI value in 2022 is 0.802 points, an increase of 0.1583 points against 2021. In this year's ranking, Da Nang takes lead all three pillars of digital government, digital economy and digital society, as well as the component indexes of digital awareness, digital institutions, digital human resources and network information security. The city ranks second in digital infrastructure after Ho Chi Minh City.

Impressive results
According to the DTI 2022 report, the average value of DTI 2022 at the provincial level is 0.5786, an increase of 44.1% compared to 2021 (0.4014. 32 out of the 63 provinces and cities nationwide (accounting for 50.8%) have above average DTI 2022 values. In 2022, 100% of ministries and provinces have an increase in their indexes against the previous year, relatively reflecting that all government systems at all levels have made great efforts in digital transformation.
As for Da Nang, this is the third consecutive year that Da Nang has led the rankings and the component indexes also increase their positions. In particular, digital awareness jumped to the first place from 16th position, digital institutions to the first place from the 6th position; and digital infrastructure to the second place from the third position. Digital human resources, digital government activities and digital economic activities jumped to the top from the second place. Meanwhile, network information security and digital social activities still secured their top position.
In addition to the digital transformation rankings, the Ministry of Information and Communications assessed the public service portal for 20 ministries and branches, along with 63 provinces and cities in March 2023 with a scale of A - E.
To reach level A, the public service portal needs to be fully functional, with a friendly interface, a page load time of less than 2.5 seconds, and a response time of less than 0.2 seconds.
Da Nang is among nine Vietnamese localities ranked A. It can be said that Da Nang is increasingly showing its pioneering role in digital transformation with the completion of many digital transformation targets and the use of many digital applications, significantly contributing to the city's socio-economic recovery and development.
According to the city’s plan on digital transformation in 2022, the city completed 19 out of the 20 targets on digital government, digital economy and digital society. The only target that has not been completed is the 5G service coverage rate reaching 20%. The reason is that Viet Nam has not yet implemented the 5G band auction, so it cannot be widely deployed.
In the first 6 months of 2023, the city’s many digital transformation indicators have exceeded the national targets set for 2023.
The digital economy in 2022 accounted for 19.67% of the city's GRDP (the national target of 16%); 95% of mobile phone subscribers used smartphones (the national target of 80%); and 99% of households had have fiber optic cable (the national target of 85%).

Great efforts made by the municipal administration
Evaluating Da Nang's DTI 2022 results, Mr. Vy Van Viet, Vice Chairman of the Da Nang Software Business Association, said that Da Nang basically has a foundation in information technology (IT) applications for many years, making it convenient to promote digital transformation.
Aside from building a smart city and e-government, since early 2022, the municipal government has focused on digital transformation with its strong determination to bring digital transformation into the economy and society through digital economic and digital social indicators, not simply IT application as before.
Also, the Da Nang Chain (a Blockchain platform) has been put into a trial application.
All prove Da Nang’s great efforts in promoting IT application and digital transformation, so the city’s top position in DTI rankings is well-founded and well-deserved.
Mr. Viet suggested the city have better support policies for businesses facing difficulties at the present time, conduct in-depth research on IT application to create new value for key economic sectors such as tourism and new areas such as digital finance, soon put the Software Park No.2 into operation and issue more preferential policies on infrastructure, in order to attract new businesses as well as catch a new wave when the world economy recovers.
Mr. Tran Ngoc Thach, Deputy Director of the city's Department of Information and Communications, said that his agency will continue coordinating with relevant units to perform tasks and targets according to Plan No. 56/KH-UBND dated April 4. 3-2023 on implementing digital transformation tasks in the city in 2023.
Heed will be on developing digital transformation communication plans with various themes and forms, he added.
