Da Nang works to build a shared data system
During the digital transformation process, the shared database system plays an important role in creating new products and promoting socio-economic development. However, in Da Nang, the incomplete shared database system is causing many difficulties for authorities and businesses. The municipal authorities and businesses have proposed many solutions, but they have to wait for opinions from ministries and branches.

Difficulties in building digital data systems
According to the Da Nang Department of Information and Communications, in recent years, the city has gained many outstanding achievements in digital transformation, and building outstanding digital systems and infrastructure.
In particular, the occupancy rate at the city’s Software Park No. 1 reaches 99%. A surface-mount technology (SMT) assembly and manufacturing plant, the first of its kind in Central Viet Nam, has been put into operation in the city.
However, digital transformation in Da Nang is still facing many problems that need to be resolved, especially when ministries and branches have not yet established and authorised the operation of a shared data list for localities to deploy, apply and build a digital data platform.
The lack of a data system at ministerial, sectoral and local levels creates many issues related to the level of openness of data, financial policies, fees and charges for the use of open data and data services from State agencies.
According to Mr. Nguyen Trong Tin, Director of the Onemore Communications and Technology JSC, the lack of a shared data system makes it difficult for businesses to collect and exploit information to create new products.
“Currently, businesses' data is self-exploited and surveyed, which takes a lot of time, money, and efforts. We are looking forward to soon accessing the shared data system to access open, accurate information from official sources" Mr. Tin said.
As for Mr. Thong Le Anh Tuan, Director of the Selly Co., Ltd., he said he is waiting for a policy from the central and local authorities to open up the shared data system. From the past until now, information has only been transmitted from base to higher levels. Meanwhile, when businesses need to collect and exploit information, they face many difficulties without a shared database from competent levels.
To solve these difficulties, on December 11, 2023, the municipal Department of Information and Communications asked the Ministry of Information and Communications to coordinate with ministries and branches to review and build a system of shared data lists at ministerial and sector levels for localities to deploy, apply, and build local shared databases, thereby ensuring consistency in data and management objects from central to local levels.
In the coming time, the Ministry of Information and Communications will soon review, synthesise and coordinate with a number of localities to work with each ministry and branch to resolve problems and agree on data sharing for localities.
Building infrastructure systems, policies for digital data development
Since early 2023, the Da Nang authorities have rolled out many more solutions to improve the quality of public services, reducing the situation of people gathering and waiting at the one-stop shop.
In addition, the municipal Department of Information and Communications has encouraged organisations and businesses under the management of agencies and units to prioritise using level 4 online public services for administrative procedures.
The addition of postal officers and online public service agents in receiving documents at the one-stop shop has helped improve and promote the efficiency of delivery and receipt services of goods and parcels.
On the other hand, the department has put into use a new function of notifying public service record statuses to people via the Zalo application.
Recently, the city has deployed the use of a document management and administration system to handle electronic documents in sending and receiving documents at government agencies.
Deputy Director of the municipal Department of Information and Communications Tran Ngoc Thach said that the department has simplified and shortened the resolution time for 29 out of the 56 administrative procedures; reduced declared information based on using digital data for 16 administrative procedures; and completed the creation of application forms and e-declarations for 14 administrative procedures under the department's jurisdiction.
