Universalisation of digital infrastructure - A key to develop digital economy in Da Nang

The Ministry of Information and Communications has identified 2024 as the year of universalising digital infrastructure and creating digital applications to develop the digital economy and creating new driving force for economic growth and labour productivity.

Accordingly, Da Nang’s information and communications industry is aiming to develop information infrastructure, creating new space to promote digital transformation effectively.

Information and communications infrastructure developed

Most recently, the city has deployed the installation of infrastructure connections to ensure that State and private agencies, and individuals, can use and experience online services.

As of late 2023, Da Nang has built a local area network (LAN) with a total length of nearly 400km of underground fiber optic cable connecting 145 agencies, units and organisations.

It has piloted the installation of 8 radio transmission stations using LoRa technology; as well as has expanded the reserve capacity of its data centre to 170Tb.

Also, the city has coordinated with Military-run telecommunications company Viettel Group to put into operation the Internet of Things (IoT) infrastructure with 208 Nb-IoT stations in 7 districts in the city.

Currently, Da Nang is promoting infrastructure development with large projects, bringing many socio-economic opportunities.

Typically, the centralised information technology (IT) park at phase 1 has researched, manufactured and assembled SMT high-tech electronics. Meanwhile, the Viettel Da Nang Building project has been approved by the Prime Minister for its investment and development strategy. It is expected to be constructed in 2024.

Meanwhile, the Da Nang Bay IT Park project, invested by Vietnam Posts and Telecommunications Group (VNPT), is waiting for the municipal People's Committee to approve the 1/2000 scale zoning plan to have a basis for implementing the planning design, and 1/500 scale architecture.

Also, the Hoa Xuan Creative Space project is approving investment policies and conducting land auctions.

Once operational, these digital infrastructure projects will contribute to promoting the expansion of new spaces, creating favourable conditions for boosting digital transformation effectively.

Digital infrastructure universalisation

Since 2023, the city has issued many documents, plans, resolutions and decisions to overcome difficulties and promote digital infrastructure. Included are Plan No. 163 on developing information technology industry in Da Nang until 2030; Decision No. 01 on regulations on management of telecommunications transmission network infrastructure in the city; and Resolution No. 17 promulgating a list of public services using the State budget in the field of information and communications in the city.

In particular, in Decision No. 1492 on the management and development plan of Da Nang's data infrastructure until 2025, with an orientation to 2030, the city has been built and gradually perfected the system of technical standards and regulations to serve the goals of digital government, digital economy and digital society.

To unlock investment resources, promote economic growth and ensure social security in accordance with the 2024 theme set by the Ministry of Information and Communications, the city has set out tasks and solutions to develop digital infrastructure in the area. Included are a project to develop semiconductor in the city; policies related to loans for learners and for experts inside and outside the city; a resolution to support smartphones for poor and near-poor households; and solutions to ensure infrastructure for implementing and developing application of population data, identification and electronic authentication to serve national digital transformation in the 2022-2025 period, with a vision to 2030.

In addition, the city has deployed a comprehensive online video conferencing system investment project in the city; as well as conducted research on plans about a marine fiber optic cable station to shore in Da Nang.

Da Nang is determined to strongly develop high-tech and IT industries, associated with building a creative startup urban area and smart city, thereby creating a foundation to promote the development of new industries and fields, with a focus on promoting the development of the semiconductor industry and artificial intelligence.

According to leaders of the municipal Department of Information and Communications, the department will create favourable conditions for the development of the digital economy, prioritise investment in digital infrastructure development, and support businesses and people in applying digital technology.
