Benefits of digitalisation in managing inland waterway transport service

Da Nang’s transport sector has just piloted and prepared to put into use the "Inland Waterway Operations Management System".

The "Inland Waterway Operations Management System" was developed by the city’s Authority of Inland Waterway Port and the Da Nang branch of the Viet Nam Posts and Telecommunications Group (VNPT).

According to Mr. Ngo Van Tho, Director of the Inland Waterway Port Authority, the system has many outstanding features such as managing passengers entering/leaving the port through the check-in/check-out gate by QR, making reports about the operations of vehicles at the Song Han Port through the optical screen, approving orders to leave/enter the port on the mobile app, digitally signing and issuing direct orders to leave/enter the port for vehicles on the website.

"With the system, we can keep the history of approvals and refusals when granting permission for boats and passengers to leave/enter ports, and lists of passenger participating in tourism activities in the city" Mr. Tho said.

In addition, the system also allows for quick customization and provision of access channels and information exploitation according to the needs of leaders, officials and people such as website and mobile. It also enables to assign detailed permissions to each user and each specific operation, and is highly secure.

Through the data provided by the system, supervisors and operators systematically monitor and track all activities and movements of ships, identifying risks that cause maritime safety. From there, they promptly issue warnings and instructions to help ships and passengers enter/exit the port.

Mr. Ho Tan Trong, the owner of a tourist boat, highlighted that the system not only supports controlling the number of passengers boarding/disembarking from ships, and issuing electronic exit/entry permits, but also provides optimal support for businesses and State management units at ports and wharves in the city in managing people and boats when participating in inland waterway tourism activities.

At the same time, the system contributes to boosting administrative reform, improving operational efficiency, satisfying people, and enhancing the image and quality of tourism in the city.

According to Mr. Bui Hong Trung, Director of the municipal Department of Transport, the use of the system will help boost digital transformation in the operational management process at the port authority.

“The city’s Inland Waterway Port Authority is preparing the final work to carry out pilot implementation and put into use the “Inland Waterway Operations Management System” in order to bring the management of inland waterway activities at the Han River Port to the digital space. This, thereby, helps optimize management and convert data into electronic format, making data management and retrieval easier and faster. This is a key and extremely necessary task to contribute to foster digital transformation in the management of the transportation industry," Mr. Trung emphasised.

The transportation industry has accelerated pilot implementation and prepared to put into use the proposed "Inland Waterway Operations Management System during the summer tourism peak of 2024. The purpose is to proactively carry out specialised State management functions at ports, inland wharves, and anchorage areas in the city; the management of ports and inland wharves; and procedures to pick up/drop off passengers effectively, safely and synchronously.
