Positive results in digital transformation

With great efforts made by local authorities at all levels, along with local people and businesses, Hai Chau District has achieved positive results in digital transformation.

On October 8 and 9, Hai Chau District People's Committee organized the Digital Transformation Festival 2024 themed "Taking advantage of opportunities, being creative for development".

Accordingly, a number of outstanding enterprises in digital transformation in the locality were selected to display and introduce digital products, apps and services to local people. Included are the Da Nang Branch of the Viet Nam Posts and Telecommunications Group (VNPT), the city branch of the Military-run telecommunications company (Viettel Group), the Note AR Joint Stock Company, and the FiveSS Technology JSC.

In addition to such main activities as the opening ceremony, the forum "Connecting and promoting digital economic development", and exhibition booths, there are other activities like the 'Ring the golden bell' contest to learn about online public services and digital transformation, and a thematic talk show "Building a digital society towards a better life".

The aforementioned festival created an exciting atmosphere and open space for people to learn about practical digital transformation models and solutions.

Notably, digital transformation activities are continuously promoted on mass media such as district and ward websites, Zalo OA pages, fanpages, etc.

Members of 531 community digital technology and Project 06 teams regularly guide people to install, activate and use the VNeID app.

Identifying the important role of digital infrastructure to promote other digital pillars (digital government - digital economy - digital society), the district People's Committee has received and arranged personnel to work at the district’s Intelligent Operation Centre (IOC).

Currently, 100% of computers in administrative agencies are installed with centralised anti-malware software. 100% of agency leaders have registered to use PKI SIM digital signatures.

The district's electronic information page has connected to the Monitoring System to measure the level of provision and use of Digital Government services (EMC). It also has been labeled with the network trust label of the Ministry of Information and Communications.

Regarding digital government, most recently, the district People's Committee issued a decision on the list of online administrative procedures with shortened processing time compared to the prescribed time under the jurisdiction of the Hai Chau District People's Committee.

Currently, some wards are implementing many new initiatives to promote digital government, including the "Paperless - cashless public services" model and the HOA THUAN TAY SMART app on the zalo platform by Hoa Thuan Tay Ward People's Committee, "30 minutes for serving the people" model by Hai Chau 1 Ward People's Committee, chatbox the  electronic information page of the Thach Thang Ward People's Committee, and an electronic handbook for administrative reform by the Hai Chau 2 Ward People's Committee.

Regarding the digital economy, cashless payments have been applied on 335 out of 369 local streets, accounting for 90.78%. 100% of small traders in the district's markets have made online payments in transactions, and each business household has at least 1 payment QRcode. The rate of business households with a non-cash payment account is 80.01% (9,015/11,252 households).

Regarding digital society, the district People's Committee proactively cooperates with telecommunications enterprises such as Viettel Da Nang and VNPT Da Nang to deploy the provision of personal digital signatures to people. In 2023, Viettel Da Nang provided personal digital signatures to 1,386 people, whilst VNPT provided personal digital signatures to 614 people. In 2024, VNPT provided 1,396 personal digital signatures. Up to now, the total number of activated identification accounts collected by the district police has been 155,922.

Moreover, free Wi-Fi systems have been installed at cultural houses, community houses, public parks and gardens, and markets across Hai Chau District. The Digital Technology Experience Space has been opened at the Nam Duong Ward Cultural and Sports Centre.

Ms. Phan Thi Thang Loi, Vice Chairwoman of Hai Chau District People's Committee, said that in the coming time, the district will continue to implement many solutions, focusing on digitizing 100% of the results of handling newly arising administrative procedures; building and effectively using specialised databases and open data; reusing administrative procedure results; applying electronic reporting systems and one-stop services; and reviewing and promoting the provision of online public services throughout the process.

The district will make efforts to spread the spirit of digital transformation in all levels of authorities so that people can contribute to building the district more civilised and modern.
