The Hillside Urban Sub-division is planned in the communes of Hoa Ninh, Hoa Son, Hoa Nhon and Hoa Phu, Hoa Vang District, Da Nang, with the nature of a new urban area prioritizing tourism - trade and service development combined with resettlement areas, hillside villas.

Decision No. 1433/QD-UBND dated July 3, 2024 of the Da Nang People's Committee approving the Hillside Urban Sub-division Planning with scale 1/2000 and an area of about 2,832ha in the communes of Hoa Ninh, Hoa Son, Hoa Nhon and Hoa Phu, Hoa Vang District.

The hillside sub-division is a new urban area that prioritizes the development of tourism - commercial services combined with housing, with green spaces and water surfaces distributed around Duong Ba Lang mountain, resettlement areas, hillside villas, high-rise buildings with high land use coefficients.

At the same time, this area focuses on sustainable development, harmonising with the natural landscape and offering urban living experiences integrated with expansive public spaces.

The subdivision will feature low building density to ensure unobstructed views of the western mountains.

The planning boundaries are defined as follows: the north borders DT602 Road; the west borders the Western Ring Road; the east borders the Southern Hai Van Bypass (La Son - Tuy Loan Expressway); and the south borders the Tuy Loan River and a newly planned road

DH2 Road traverses Hoa Son and Hoa Nhon communes, intersecting with the Ba Na - Suoi Mo - Hoang Van Thai route, which was inaugurated on January 30, 2024. Spanning 8.92km, the road runs parallel to the bypass from the southern end of the Hai Van Tunnel to Tuy Loan, linking residential areas in Hoa Son Commune to the administrative centre of Hoa Vang District.

The western side of the subdivision borders the Western Ring Road, a 19km route connecting National Highway 14B to the Ho Chi Minh Road. It passes through five communes, namely Hoa Khuong, Hoa Ninh, Hoa Phu, Hoa Phong, and Hoa Lien, and has been in use since April 30, 2024.

The subdivision is organised into 11 residential units and 3 functional areas outside the residential divisions. The central core primarily consists of existing forests, combined with a residential cluster and existing villages. The subdivision takes the natural landscape of Duong Ba Lang mountain as the center to orient the organization of surrounding functional areas.

The core area consists of existing forests, with plans to develop several parks linked to existing lakes, creating a landscape focal point in the centre of the entire area, regulating the climate, and ensuring national security.

The open space system of the subdivision is linear urban parks combined with green spaces and water surfaces at the residential unit level into a seamless strip-shaped green space system.

The urban centre is defined as the area on both sides of the Hoang Van Thai road, covering a total area of approximately 532 hectares, including residential units and a free trade division.

The subdivision prioritises investment in projects to strengthen connectivity both within and outside the planned area, catering to the growing population, stabilising residents' lives, attracting urban development, and drawing in investment projects.
