Efforts towards urban government model

Da Nang’s urban population currently stands at 87% of its total, and is expected to reach 92% by 2020.  The city’s rate of urbanisation makes it one of the top 3 fastest growing cities in Viet Nam.

Since 2009, the implementation of a pilot model in the city doing without People's Councils at district, ward and commune levels has ensured the rights of local citizens, as well as the stable performance of local authorities at all levels.  The quality of public services has been improved considerably, and this has satisfied the city’s business community and local residents. 

Da Nang was one of the leading localities in the Provincial Competitiveness Index (PCI) rankings from 2006 to 2012, taking first place in 2013.  In addition, Da Nang has scored well in the indices of Information and Communication Technology (ICT) applications and development readiness, and the Viet Nam Provincial Governance and Public Administration Performance.

All of the above, and the opening of the new Administration Centre, suggest that Da Nang is now ready to apply an urban government model of State management.

The municipal People’s Committee Chairman, Mr Van Huu Chien, stressed the need for the city to affirm its position in the central region, as well as in the country as a whole.  He remarked that the creation of an urban government model is required for the city’s progress, and also for the process of national administrative reform.  He added that the implementation of the urban model would be powerful leverage for boosting the progress of the city, as well as that of other localities in the region.
