Hoa Vang District records positive results in upgrading rural areas
In 2010, Da Nang’s Hoa Vang District, its only agricultural rural area, had many poor families, and the living conditions of its residents were difficult. In addition, the district’s infrastructure was unsynchronised, and the local economic and employment structures were only changing slowly. As a result, the district’s average per capita income was only 15 million VND per year.
According to the Vietnamese Prime Minister’s decision about the ‘National Target Programme on Upgrading New Rural Areas over the 2010 - 2020 Period’ and Da Nang Party Committee’s Decree regarding the city’s deployment of the national programme, authorities in the city and the district have joined efforts to upgrade new rural areas in the locality.
In particular, a total of 2,411 billion VND was spent on upgrading during the 2010 - 2015 period. Of this, 1,394 billion VND came from the city’s budget, 491.9 billion VND was granted from the national target programme’s funding, and 392 billion VND was contributed by local residents, whilst the remainder came from donations from local agencies, organisations and businesses.
Thanks to the great efforts of the local authorities and residents, last year the district met the criteria for rural area development set by the government, 5 years ahead of schedule.

The district now boasts synchronised traffic, and irrigation and lighting systems. Numerous schools, markets, and cultural houses, along with cultural and sporting facilities, have been upgraded or built across the locality. In addition, many historic sites and cultural works have been restored.
The district has also recorded significant achievements in such aspects as culture, society, healthcare, and the environment. In addition, local social welfare programmes have shown numerous positive results, whilst the local government employees have met the qualification criteria set by the city.
The Vice Chairman of Hoa Vang District People’s Committee, Mr Dang Phu Hanh, said “The district has spent a total of 240.5 billion VND on establishing hundreds of economic models for local residents. This has helped to create numerous job opportunities for them and has improved their lives. To date, the district’s average per capita income has increased significantly to around 30 million VND per year”.
The Secretary of the Hoa Vang District Party Committee, Mr Tran Van Truong, said “The district’s government, Party and people will continue their great efforts to perfect the local criteria for their rural area development. The focus will be on raising the local average per capita income to 40 million VND per year, and developing modern agriculture to ensure the sustainable development of the district, and Da Nang as a whole”.
