Over the past decade, the district has effectively shifted its economic structure more towards trade and services in order to make more breakthroughs in its progress.   It was reported that the average growth rate of the district’s economic sector was 17.2% during the 2006 – 2010 period, and 14.5% during the 2011 – 2015 period.  Most notably, the total taxes collected in the district are likely to have reached 426 billion VND by the end of this year.

In particular, the material and spiritual lives of local residents have been enhanced considerably over recent years, and social security and defence have been ensured effectively.  Heed has also been paid to issuing numerous preferential policies for local social policy beneficiaries, and promoting poverty reduction programmes in the district.

The district’s leaders suggested that the municipal authorities should develop plans for fostering the district’s development towards 2020, with a vision to 2030, as well as enhance decentralisation of the district’s authorities to better manage local socio-economic and urban issues.  It was also proposed that a road tunnel should be constructed at the intersections of Nguyen Van Linh and Nguyen Tri Phuong, and the operation of the 29 March Park should be put under the direct management of the district authorities.

Municipal People’s Committee Chairman Huynh Duc Tho stressed the need for the district authorities to move all the local small-scale factories and traditional craft establishments into the Hoa Cam Industrial Park, as well as develop tourism and services along Nguyen Tat Thanh street.

Municipal Party Committee Deputy Secretary Vo Cong Tri highlighted the significance of boosting the public-private partnership (PPP) form of investment in constructing more cultural works to satisfy the cultural lives of local residents.

Municipal Party Committee Secretary Nguyen Xuan Anh suggested that trade and services should become the spearhead economic sectors in order to develop the location into a hub of trade and services in the city in the near future.  To realise this goal, effective measures should be taken to speed up administrative reforms and create an even more favourable business environment to attract more FDI and domestic investment into these sectors.

Secretary Anh also proposed that the district authorities should fully tap the commercial development potentials of such local major streets as Hung Vuong, Ly Thai To and Nguyen Van Linh.  Furthermore, the district should pioneer building a more cultured and civilised urban lifestyle, build more cultural works, increase the local total tax collections, ensure local security, and resolve the problem of illegal construction in the district.
