Vice Chairman Minh said the two cities signed a cooperation deal in 2009 to develop the programme as a partnership agreement.
The two sides agreed to boost short-term bilateral exchanges for work and language training.
Japan also plans to open a consulate office in Da Nang to boost bilateral tourism cooperation and exchanges.
Da Nang is also enhancing bilateral cooperation with Yokohama, Nagasaki and Kansai.
The Japan-Viet Nam Culture Centre will be built in Ngu Hanh Son District, while a 134ha industrial park has been designed for small- and medium-sized businesses from Japan investing in Da Nang.
The Japanese language has been taught at some junior high schools following the city’s foreign language teaching programme for the 2012 – 2020 period.
Da Nang has hosted an annual Japan-Viet Nam Exchange Festival in the city since 2013.
