The Da Nang People's Committee has issued a plan on assessing Department and District Competitiveness Index 2019.

Under the plan, a survey will be conducted by the municipal Institute for Socio-Economic Development on businesses and cooperatives operating in the city and using public administrative services over the past year. The intention is to collect data from the targeted group about their opinions and assessments on the quality of public administrative services at district and department levels.

A total of 25 government agencies across the city will be assessed, namely the district authorities of Hai Chau, Thanh Khe, Lien Chieu, Cam Le, Son Tra, Ngu Hanh Son and Hoa Vang, along with the municipal departments of Planning and Investment, Transport, Tourism, Natural Resources and the Environment, Agriculture and Rural Development, Construction, Industry and Trade, Labour, War- invalids and Social Affairs, Information, and Communications, and Science and Technology, plus the municipal Authority of the Da Nang Hi- tech and Industrial Zones, the department of Tax, Customs and Social Insurance, and the Market Management Bureau.

The DDCI rankings are based on 9 criteria, namely transparency and access to information, the proactivity of leadership, time costs of regulatory compliance, informal charges, fair competition, business support, legal institutions, information technology application, and access to land and land use stability.

The survey will be conducted via 3 ways, namely paper-based questionnaires sent by post, direct interviews and electronic questionnaires, in March and April 2020.

It is expected that by June 2020, the result will have been submitted to the municipal People's Committee for approval.

DCCI Index is built on the base of the Provincial Competitiveness Index (PCI) jointly developed by the Viet Nam Chamber of Commerce and Industry (VCCI) and the US Agency for International Development (USAID).

The DCCI is expected to be a practical and effective solution for departments and district-level authorities to enhance the quality of their economic management, thereby speeding up administrative reform in a synchronous manner and creating a very favourable business environment in the city.
